[Audio] Good morning City Council members. Today we will be discussing our city's future and how we need your help. This is a Visualization Presentation regarding parking usage in our downtown area. Here is our agenda for today, where I will be presenting an introduction, explaining the rationale and goals for the city, along with a Box Plot chart and an explanation for it. I will also show you a detailed scatter plot chart with explanation of the visual. Based off of the rationale, goals, and charts, I will provide my recommendation for the city and my conclusion..
[Audio] My name is Jessica Webster, and I am the city manager. I come before you with an urgent concern that demands our attention, along with an innovative solution. With new industries joining our downtown area, our city has been rapidly growing within the past few years. While this does bring new and positive opportunities, it also presents challenges, particularly in parking and traffic organization. We are currently facing a situation where parking spaces in the downtown area are becoming progressively limited, especially during events like concerts. This has quickly become an issue for local residence and visitors. Within the next few slides of this presentation, I will be showing you a few visualization techniques I believe will help you make an informed decision about the implementation of a new project..
[Audio] The project I am referring to is implementing the use of a smart parking app that identifies parking space availability in different parking lots throughout the city in real time. I propose that we explore this proactive technology to parking management. Our primary goal is to maximize the use of the existing parking spaces by directing drivers to these available spots efficiently. We also aim to improve the traffic flow throughout the day, which will benefit both locals and visitors. The app will provide a smooth and handy way for users to improve their overall experience while they navigate through the downtown area. During larger city events, the app will provide better parking management to ensure improved traffic flow and minimize accidents..
[Audio] By using the presented box chart, we can analyze the occupancy rates for each lot. This tells us the median and range of data points. It also tells how the distribution of data points can help us identify outliers or any unusual data points. In this case, we can see that the occupancy rates significantly vary. The data covers all the days of the week beginning 11/20/22 at 8:01 am through 12/17/22 at 4:30 pm. The occupancy rates also vary from 2.2% to 100.8%. For example, Lot #2 has the highest occupancy rate in general, because it does have a total lot capacity of 387 spots, however, lot #3 seems to be over-occupied on the weekends. Looking at these box plot charts, we can also determine that throughout the week the median range is about 60%. This tells us that all available parking is used over half the time almost every single day. This is more of a reason of why I propose that we address this issue in our downtown area by implementing a state-of-the-art parking app designed to revolutionize the way we manage parking in our city..
[Audio] Let's specifically compare Occupancy Rates for Lot 8 and Lot 9 as an example. We will be examining a week's worth of data from 11/20/2022 to 11/26/2022. For Lot 8, the occupancy rate increases from 36.1% at 11:28 am to a peak of 72.5% at 3:28 pm, then there is a small drop at 4:01 pm to 68.7%..
[Audio] For Lot 9, the occupancy rate also increases from 74.2% at 12:28 pm to a peak of 90.3% at 2:41 pm, and then decreases to 73.8% at 4:28 pm. From the data collected, it is apparent that both lots experience an increase in occupancy rates throughout the day on Saturday, with some variability. Both of these lots encounter time-dependent occupancy rates, with peaks occurring mostly during the afternoons. Lot 9 has a consistently higher occupancy rate compared to Lot 8 during the day and reaches its highest occupancy around 2:41 pm. This is valuable information that describes the urgency of change for our city's parking management..
[Audio] Here is an example and benefits from the City of Los Angeles and its use of a smart app called "ParkMobile" that assists with parking throughout the city: Effective Resource Use: The city's parking spaces are a valued resource. The Smart parking app provides real-time information about available parking spots, enabling drivers to locate parking spaces quickly and reduce traffic issues. Data-Driven Decision Making: By implementing the data gathered on the app such as occupancy rates, duration, and patterns, the city of Los Angeles can gather valuable information that can be used to make any future changes in a smooth manner. This can include parking policies and pricing. Enhanced User Experience: The app offers a convenient way to pay fees straight from a phone, rather than having to pay in person or at a designated machine. This avoids the hassle of waiting in long lines, especially during events such as concerts. Networking with Mobility Systems: The app also intergrades with public transit systems, ride-sharing apps, and bike-sharing networks. By networking with these other apps, the city promotes a more cohesive mobility system. Sustainability and Environmental Benefits: The app helps diminish traffic jams, minimize emissions, and supports a healthier urban environment for generations to come..
[Audio] Based on these considerations, I recommend that we proceed with the complete implementation of the smart parking app project. I would recommend that we set a clear timeline and roadmap for this deployment. Here are reasons why I believe this would benefit our city. Positive Impact on Mobility: The data provided in the previous slides fully demonstrates that a smart parking app would have a significantly positive impact on reducing traffic congestion, improving parking, and enhancing overall driver experience. By providing real-time parking information, this app will allow a better urban environment. Alignment with Smart Cities: The implementation of the app aligns perfectly with our vision and of Smart Cities, such as Los Angeles. It will allow us to become more connected and sustainable. By embracing this type of innovative technology, we can position ourselves as leaders in urban innovation and set the stage for other smaller cities. We can demonstrate that even smaller towns can also benefit from these type of apps. Cost-Effective and Long-Term Benefits: While there are initial investment costs with this app deployment, the long-term benefits completely outweigh these costs. The effectiveness of this app reduces congestion related expenses such a court litigations against the city and repairs on city property due to parking accidents. Revenue from the app, on the other hand, will increase from parking fees as the investment will create large returns over time. Community Engagement and Satisfaction: The implementation of the app will demonstrate our commitment to addressing the city's needs and concerns. We can contribute to the goals of a smart city. This reduces air pollution, gas emissions, and fuel consumptions..

It will offer numerous benefits in terms of efficiency, sustainability, user knowledge, and data-driven decision making. By influencing the use of this new technology, we will see overall improvement in parking management.
