[Audio] b) The summary of the problem statement is as follows: There are persistent levels of poverty due to low incomes and savings, unemployability, and low levels of productivity and competitiveness in the marketplace. This is further exacerbated by limited access to affordable financial services, the marketplace, quality networks with public and private actors, critical information on opportunities, and quality inputs and technologies. As a result, there is a high rate of unemployability, which contributes to the cycle of low incomes and savings, ultimately leading to persistent levels of poverty, particularly among the youth..

[Audio] The technical proposal provides a detailed explanation of the problem analysis. Essentially, the diagram indicates that the high youth unemployment rate in Uganda (currently at 13%) is largely caused by factors such as low productivity and competitiveness, leading to difficulty in finding decent and well-paying jobs. This results in low incomes and savings, leading to persistent poverty among the youth. As a solution, the project partners propose a 3-year business development initiative that will provide training, coaching, and mentorship to 1800 unemployed youth in the districts of Kiryandongo, Nwoya, and Gulu in technical, business, and life skills. The focus will be on the maize, cassava, vegetables, poultry, and piggery value chains. The trained youth will be organized into business clusters based on their respective industries and will be assisted in setting up digitally-supported common facility centers. This will enable them to collectively produce and deliver products and services that meet the market demand, in a highly efficient, effective, and profitable manner. To ensure they can meet the growing demand, the clusters will also be trained in community mobilization and working with competent business partners. Additionally, the business clusters will be supported in becoming lead firms that not only drive socio-economic transformation in their communities by providing a market for local products and raw materials, but also by promoting environmental sustainability practices at the farm level. Online marketing platforms will be set up to assist business clusters and their members in promoting their products and services. They will also receive help in creating V-S-L-As, which will provide affordable savings and loan options. The project will be supported by a total of 60 M-S-M-Es from various districts, whose leadership and management teams will work together to train and support young people in developing necessary skills through hands-on apprenticeships at their business premises for a period of 4 months. The M-S-M-Es' capacity will not only focus on providing quality skills development for the youth to succeed in the job market, but also improving their own operations. Over the course of 3 years, this initiative aims to train 1800 unemployed Ugandan youth through M-S-M-E apprenticeships and business clusters in agricultural value chains. This will be supported by digital platforms and savings groups in order to address the country's 13% youth unemployment rate..

[Audio] f) Our Theory of Change (Results Logic) More than 70% of the population in Uganda is made up of young people aged between 15 and 35 years. Many of these young people are currently unemployed, which poses a significant challenge for them to break the cycle of poverty in their own lives and that of their families. However, the agricultural sector provides a vast number of employment opportunities for young people. In particular, the livestock and related value chains (such as cereals, pulses, tubers, and horticulture) have a high demand for their products and services both locally and internationally. Unfortunately, most young people are not aware of these opportunities, and even those who are do not have the necessary skills to effectively and competitively utilize them. To address these challenges, the project partners will implement a business development initiative that will provide training, coaching, and mentorship for young people from micro, small, and medium enterprises (M-S-M-Es) in the value chains. This will equip them with the technical, business, and life skills needed to access decent work and generate income in their respective industries. Additionally, they will be supported in obtaining certificates from institutions like the Directorate of Industrial Training, which will attest to their competence and ability to produce the required products and services. The project will also provide young people with startup kits to help them establish their own income-generating initiatives. To ensure that they have access to profitable markets for their products and services, they will also be assisted in forming business clusters, where they can work together to meet the demands of their customers. Moreover, an online marketing platform will be set up to promote and sell their products, while a separate employment platform will be established for those who wish to work for M-S-M-Es in their chosen industries, providing them with updates on potential job opportunities. In addition, these young people will be connected with B-D-S providers who can offer them the necessary assistance to progress their businesses. They will also receive support in setting up village savings and loan associations to help them access affordable financial services. These associations will then be linked to financial institutions that can provide them with the necessary capital to expand their enterprises. Through a business development program, the Ugandan youth (who make up 70% of the population) will be equipped with skills through MSME-led training in agricultural value chains. They will also be provided with start-up kits, access to business clusters and online platforms, as well as access to financial services, in order to address the prevalent issue of youth unemployment..

[Audio] f) Project Objectives The main goal of this project is to improve the socio-economic well-being of the youth in Kiryandongo, Gulu, and Nwoya districts by providing them with the necessary skills to secure decent and profitable employment in the maize, cassava, vegetable, poultry, and pig farming industries. The specific objectives of this project are as follows: 1. To train 1800 unemployed youth in Kiryandongo, Gulu, and Nwoya in technical, business, and life skills required for employment in the targeted industries. 2. To organize 1800 unemployed youth in Kiryandongo, Gulu, and Nwoya into 12 agribusiness clusters. 3. To establish 60 Village Savings and Loan Associations (V-S-L-As) to provide affordable savings and credit opportunities for youth in Kiryandongo, Gulu, and Nwoya. 4. To connect 1800 youth in Kiryandongo, Gulu, and Nwoya with business development support providers to assist them in developing their own projects. The expected outcomes of these activities include an increase in the number of skilled youth in the targeted districts, resulting in an increase in employment opportunities for young people. Additionally, it is expected that the micro, small, and medium enterprises (M-S-M-Es) in these districts will experience growth and sustainability, as they are able to operate more effectively and competitively. This will also lead to an increase in their ability to employ more young people, thus improving their income, savings, and overall socio-economic well-being..
