The Act supports efficient and competitive energy markets and promotes the safe planning, development, and operation of electricity and gas systems. Most importantly, Section 46(c) gives the Technical Regulation Division its core mandate to establish and enforce standards of safety, reliability, and quality across the energy sector. Through clear regulations, licensing requirements, inspections, and enforcement, TRD ensures that energy services meet approved technical standards and operate safely. The National Energy Authority's long-term vision from 2017 to 2027 is to deliver affordable, competitive, sustainable, and reliable energy to support national and provincial development at the lowest possible cost. This is reinforced in the 2023 to 2027 corporate goal, which focuses on expanding access to affordable, reliable, and sustainable energy services to drive economic growth and community prosperity across Papua New Guinea. Within this policy framework, the Technical Regulation Division's functional mission is to ensure safety, reliability, and quality in energy service delivery through strong technical oversight and licensing. In practice, this means TRD's core mandate is to enforce safety, reliability, and quality standards across the energy sector, directly supporting National Energy Authority's broader national and corporate objectives..

[Audio] 2025 Work Priorities Achievements In 2025, significant progress has been made in strengthening electrical licensing and regulatory oversight. Under electricians' licensing, 296 electricians, including former PPL and new applicants, were scheduled for coaching and examinations, with 215 successfully licensed by National Energy Authority. This has generated annual revenue of approximately K942,000. For electrical contractor licensing, a total of 495 contractors have been registered since July 2022, with 101 new registrations completed in 2025 alone. Quarterly revenue from contractor licensing has averaged around one K153,000, with an estimated annual total of over K612,000. Overall, total regulatory revenue collected in 2025 exceeds K1,003,200. In addition to licensing outcomes, four key regulatory documents were launched, strengthening standards for electricians, contractors, imported electrical appliances, and grid-connected solar PV and battery energy storage systems..

The first priority focuses on the issuance of licenses to contractors, electricians, and inspectors, with five planned activities to strengthen professional regulation. The second priority area covers the development of technical regulations and guidelines, with eleven activities aimed at improving regulatory clarity and industry standards. The third priority area addresses compliance and enforcement under the NEA Act 2021, including six planned site inspection activities to ensure adherence to technical and safety requirements. The fourth priority focuses on establishing compliance testing and approval processes through five targeted activities to improve quality control. Finally, the fifth priority area supports regional technical regulation awareness, with four activities designed to improve stakeholder understanding and compliance nationwide..

[Audio] 2026 TRD Execution Summary: Key Targets Transitioning from Policy Development to Full-Scale Operational Enforcement & Compliance This slide highlights our key deliverables across technical licensing, standards and design, and enforcement. Under technical licensing, we will complete the full migration to the Automated Licensing Management System, conduct four regional professional examinations, launch a public registry of licensed professionals, and activate specialized permits for high-voltage inspectors. For standards and design, we will launch the National Energy Digital Standards Library, publish and gazette the on-grid PV and BESS guidelines, finalise technical regulations for bioenergy and biogas, and integrate smart data systems through the National Energy Data Acquisition System. From an enforcement perspective, we will secure ministerial approval of the National Electricity Safety Regulation, roll out the 2026–2030 technical regulatory roadmap, fully operationalize sector audits, and strengthen statutory enforcement through penalties for grid code and licensing non-compliance. Together, these actions strengthen regulatory clarity, improve compliance, and support a safer and more reliable electricity sector..

[Audio] 2026 Strategy: Risk Management & Mitigation. The Objective/Aim is to Complete all 33 Work program activities in Alignment with Key priority areas number 4. This table summarizes the key risks to delivering our work plan and how we will manage them. High volumes of licence applications may affect staff capacity, so we will streamline vetting processes and allow technical staff to focus on priority activities. Delays in finalising regulations will be managed through a phased rollout, prioritising critical safety guidelines. Potential resistance to site inspections will be addressed through regional awareness and stakeholder engagement. To manage technical compliance risks, we will strictly enforce testing and approval processes and audit practitioner registries. Progress will be monitored through quarterly performance reviews to ensure full achievement of our Key Priority Areas targets by the end of year 2026..
