[Audio] As you know, construction of our new lecture building began in September 2024. While this project is vital for expanding our facilities, it has significantly reduced our available classrooms. Because of this, we had to suspend face-to-face classes and shift to flexible learning since the First Semester of Academic Year 2024–2025, online classes +1 hr asynchronous and onsite major exams. 2.

[Audio] However, this setup has created challenges, especially for courses that require laboratory work, practical demonstrations, and direct interaction. In addition, many students face limitations in online learning due to lack of gadgets and stable internet. 3.

[Audio] To address these, we are proposing the temporary use of 8 to 10 classrooms within the Tanza municipality until the building is completed. 4.

[Audio] Tanza Municipal Ground is 8.3 km away from the current site of CvSU Tanza (equivalent to 24 min travel time) 5.

[Audio] To put this into action, we had coordinated formally with the Office of the Mayor and secured a written agreement. Safety inspections will be conducted before classroom use (probably next week as per Mayor's Office). The municipality has generously committed to providing armchairs and tables for more than 1,300 students. We will also arrange the transport and setup of teaching equipment and assign maintenance and security staff to ensure daily cleanliness and safety. 7.

[Audio] As part of the implementation, class scheduling has been carefully designed to maximize the use of available facilities while ensuring academic integrity. Lecture-based classes will follow a 50-50 scheme—half conducted face-to-face and half delivered asynchronously. Physical fitness courses will take place at the Tennis Court beside the Municipal Building, while all IT laboratory classes will remain face-to-face in the existing campus building. This structured scheduling ensures that priority courses, particularly those requiring in-person demonstrations, will be given appropriate space and attention. 8.

[Audio] Our faculty play a vital role in the success of this temporary arrangement. Each faculty member is required to prepare a syllabus that reflects the 50-50 distribution of face-to-face and asynchronous activities. Weekly asynchronous tasks must be uploaded to guide student learning outside the classroom. Major examinations will be conducted onsite, with adequate time allotments. For reporting, plantilla faculty will have alternating on-site schedules across the campus and annex while maintaining the four-day workweek. Contract-of-service faculty, on the other hand, will report onsite during their classes and consultations, and work from home for asynchronous sessions due to limited space. To ensure accountability, an Officer of the Day will be designated at both sites daily 9.

[Audio] Non-academic and support staff will follow a rotational reporting schedule to guarantee the delivery of essential services across both locations. Personnel assigned to enrollment, records, counseling, and facility management will have alternate counterparts stationed in the annex to ensure uninterrupted student support. Attendance for both faculty and staff will be monitored through the biometrics and QR code attendance system, which has been designed to work both onsite and online. This ensures accurate reporting while maintaining operational efficiency. 10.

[Audio] To ensure the smooth implementation of this arrangement, department chairs will oversee classroom conduct, monitor faculty and student attendance, and enforce compliance with safety protocols. Regular evaluations will be conducted every two weeks to address concerns on scheduling, facilities, and student feedback. Additionally, monthly consolidated reports will be submitted to the Campus Administrator through the Office of the Curriculum and Instruction. This system of checks and balances will help us sustain quality and address issues promptly. 11.

[Audio] Despite the ongoing adjustments, student life will not be hampered. Curricular and extra-curricular activities may continue either onsite or online, provided they do not disrupt regular classes. All student activities will be subject to proper coordination with department chairs, the Campus OSAS Head, and other relevant offices. This ensures that while academics remain the priority, students will still have avenues for holistic development through well-guided activities. 12.

[Audio] This arrangement will begin once it is approved by the Board of Regents. It will remain in place until the new lecture building is completed or until classroom shortages are resolved. 13.

[Audio] With this arrangement, we expect to resume essential face-to-face classes, improve student engagement and academic performance, and comply with CHED and accreditation requirements. Academic and administrative operations will remain efficient, and we will also strengthen our partnership with the local government of Tanza. Hence, we are seeking for this council's approval and subsequent endorsement to the University Administrative Council and University Board of Regents for approval and confirmation. 14.
