[Audio] Background, This education CSR Infrastructure Project is fully funded by PETRONAS in collaboration with MARA, Yayasan Sarawak, State Education of Sarawak and Sabah. MRSM Bintulu Contract was awarded to Hock Seng Lee (HSL), while MRSM Ranau Contract was awarded to Trans Resources Corporation (TRC), both in 2018 and managed by KLCC Projects. Following series of EOT requests from both Contractors, PETRONAS Group HRM through Human Capital Investment in the 4th quarter of 2022 had requested PD&T/GPD to assist in assessing the project health, arrest further delay and recommend mitigation plan. Subsequently, Project Do-Ability (incl. site assessment) was performed on 22 Nov 2022 for MRSM Bintulu and on 12 Dec 2022 for MRSM Ranau. Since then, regular meetings with PMT and Contractors conducted to closely monitor follow-up actions and track performance..
[Audio] Snapshot from previous Do-ability Assessment performed in Nov 2022 for MRSM Bintulu, Target CPC of 31 Mar '23 is still doable (but excluding Padang and slope reinstatement work which are forecasted to complete beyond Mar '23). Potential schedule threats affecting Mar '23 CPC completion (which require detailed planning & follow-up) are as follows, Fabrication and installation of covered walkway Internal architectural finishes of Quarters buildings (Rumah Pengetua, Penolong Pengetua, Guru & Staff) Outstanding material delivery (previously identified) Weekly status updates / register of punch-list and other outstanding works to be monitored closely for closure, especially items related to BOMBA inspection..
[Audio] Snapshot from previous Do-ability Assessment performed in Dec 2022 for MRSM Ranau Target CPC of 28 Feb '23 is not doable as evidence of no significant increase in the required manpower as stated in the recent Contractor's Mitigation Plan. If manpower remains status quo, CPC is forecasted in June '23 and is driven by Asrama Perempuan (Refer to attached Schedule). The following work trades require immediate attention to minimize impact of delay and arrest further slippage. Additional 59 Architectural skilled workers as per detailed list urgently required (excl. M&E)..
[Audio] In this pages, we can see the challenges and the recommendations. The challenges are, Lack of skilled workers especially at Ranau area and low productivity of the local workers has hampered progress and quality of works. Secondly, Restrictions to foreign workers entry. Next, Remote location of Ranau site has posed logistics difficulties in material delivery. Number four, Availability of a proper Construction progress monitoring systems. Then, Lack of support from the Contractor's top management. Lastly, Disturbance to the existing natural slope near MRSM Bintulu boundary by the adjacent landowners. As for the recommendations, number one is Split area by zoning – re-organize priorities and allow contractor to focus work by areas based on resource availability. Contractor previously worked at all areas without proper planning and left area unattended/incomplete when encountered constraints, secondly, Set-up commodity curves by critical trades – guide PMT/Contractor in its development to allow better control of workers productivity when delay is widening. Lastly, Identify clear focus areas – regular schedule monitoring of critical paths/project drivers and potential schedule threats for early interventions..

All permanent utilities connected (i.e. Electricity, Water and Telecom). BOMBA inspection done with no major comment. Occupational Certificate (OC) is being processed and expected in July 2023.
