Resolution No. ____ Series of 2025 A RESOLUTION ADOPTING THE ELECTION GUIDELINES OF THE LOCAL COUNCIL OF WOMEN OF CALAMBA CITY FOR 2025, IN ALIGNMENT WITH DILG MEMORANDUM CIRCULAR NO. 2006-125 ON THE PROCEDURES AND STRUCTURES FOR THE CREATION OF LOCAL COUNCILS OF WOMEN WHEREAS, The Department of the Interior and Local Government (DILG) issued Memorandum Circular No. 2006-125 prescribing guidelines on the procedures and structures for the creation of Local Councils of Women (LCWs); WHEREAS, the Local Council of Women (LCW) serves as a consultative, participatory, and coordinating body of women’s organizations in partnership with the local government unit (LGU), ensuring women’s meaningful involvement in local governance, planning, and development programs; WHEREAS, in pursuit of transparency, accountability, and democratic leadership, there is a need to establish and adopt clear and comprehensive election guidelines consistent with MC 2006-125 to govern the conduct of Local Council of Women of Calamba City’s elections; WHEREAS, the General Assembly of Local Council of Women of Calamba City, as the highest policy-making body, has reviewed and approved the proposed election guidelines formulated by the Election Committee (EleCom); NOW THEREFORE, on motion of _____________________, duly seconded by _____________________, be it – RESOLVED, as it is hereby resolved, that the Local Council of Women of Calamba City formally adopts the Election Guidelines of Local Council of Women Calamba City 2025, aligned with DILG Memorandum Circular No. 2006-125, as attached hereto as Annex A. RESOLVED FINALLY, that copies of this Resolution and the attached Election Guidelines be furnished to the DILG Calamba Field Office, the City Government of Calamba, and all member organizations of the LCW Calamba City for their guidance and compliance. Election Guidelines of the Local Council of Women of Calamba City 2025 A. Authority English: The Local Council of Women of Calamba City grants the Election Committee (EleCom) full authority to administer, implement, and enforce these election policies. The Committee shall prepare election materials, set schedules, supervise voting, conduct counting of ballots, and proclaim winners. Tagalog: Ang Local Council of Women ng Lungsod ng Calamba ay nagbibigay ng ganap na kapangyarihan sa Komite ng Halalan (EleCom) upang ipatupad, pamahalaan, at pairalin ang mga patakaran ng halalan. Ang Komite ang maghahanda ng lahat ng gamit, magtatakda ng iskedyul, mangangasiwa ng botohan, magsasagawa ng bilangan, at magpoproklama ng mga nanalong kandidato. B. Code of Ethics of the Election Committee English: 1. Integrity and fairness shall always be upheld. 2. Respect the rights and opinions of all members. 3. Date of Election English: The election of Local Council of Women of Calamba City officers shall be held on the official date approved by the General Assembly. Allocation of Votes English: Each legitimate and registered member of Local Council of Women of Calamba City is entitled to one (1) vote only. F. Qualification of Voters English: 1. Must be a legitimate Local Council of Women of Calamba City member. 2. Name must appear on the updated Master list. 3. Must be a resident of Calamba City. Term, Eligibility, and Criteria of Candidates English: 1. Officers shall serve for two (2) years. 2. Only active and legitimate members of Local Council of Women of Calamba City are qualified to run. 3. Those not actively involved in Local Council of Women of Calamba City are disqualified from running. 4. The President automatically becomes the official representative of Local Council of Women of Calamba City. Tagalog: 1. Dalawang (2) taon ang termino ng mga opisyales. 2. Natural-born Filipino citizen. 3. At least 21 years old. 4. Must be in good physical and mental health. 5. Must be an active member of Local Council of Women of Calamba City for at least 1 year. Filing of Candidacy and Nomination English: Before the official filing of candidacy, the Election Committee (EleCom) shall open the floor for nominations. Any legitimate member may nominate by raising their hand and verbally stating the name of the nominee. The nominee must signify acceptance of the nomination personally. Only those duly nominated and who accept shall be allowed to officially run for candidacy. Tagalog:.

A candidate shall be declared elected if they obtain a majority vote (50% + 1 of the members present). 3. Only members verified in the master list shall be allowed to vote. 4. Interim Election Committee (CSSD & GAD Office) Habang hindi pa buo ang permanenteng Election Committee mula sa Local Council of Women ng Lungsod ng Calamba, pansamantalang gampanan ng City Social Services Department (CSSD) at Gender and Development (GAD) Office ang tungkulin ng EleCom. Ang komposisyon ay: 1. Representative mula sa CSSD 2. Representative mula sa GAD Office 3. Members – 1–2 staff mula CSSD/GAD o ibang neutral na kinatawan ng LGU 4.
