This presentation introduces Executive Order No. 21, series of 2026, which provides the guidelines for the PUP University-Wide Wellness Program. The program covers officials, faculty members, and employees across the University. It gives us a common structure for promoting health and well-being while ensuring that public service continues without disruption. In the next few minutes, we will review the policy basis, weekly schedule, responsibilities of implementing offices, participation rules, exemptions, safety measures, and the immediate steps required from every unit. The program supports four connected areas of well-being. Physical wellness promotes movement, vitality, and fitness. Mental wellness helps reduce stress and supports emotional well-being. Social wellness strengthens teamwork and mutual support. Work-life wellness helps employees remain healthy, resilient, and effective in public service. These areas support Sustainable Development Goal 3 on good health and well-being. The key message is that wellness is part of a healthy workplace culture and should be accessible to employees throughout the University. Supports physical fitness and wellness programs for government personnel. The Great Filipino Workout. Reinforces wellness implementation in government service. The program is an official University activity—not an optional informal initiative. What this means PRESENTATION SCRIPT The Executive Order rests on established University authority and civil-service policy. Presidential Decree No. 1341 authorizes the University President to issue and enforce policies affecting the institution. Civil Service Commission issuances also encourage physical fitness and wellness activities for government personnel. These include Memorandum Circular No. 38, series of 1992, the Great Filipino Workout under Memorandum Circular No. 6, series of 1995, and Memorandum Circular No. 8, series of 2011. [Audio] V • WEEKLY WELLNESS ACTIVITY One hour each week, with operational flexibility CHOICE LOCATION Employees join on Wednesday or Thursday—whichever fits their schedule. Each campus conducts the activity locally or implements an equivalent activity with CHK. 6:00 to 7:00 p.m. WEDNESDAY OR THURSDAY ADJUSTMENT RESCHEDULING Weather, emergencies and official activities may require adjustment or suspension. CHK may reschedule within the same month, with VP for Administration approval. PRESENTATION SCRIPT The University will hold a one-hour wellness activity each week from six to seven in the evening. Employees may participate on Wednesday or Thursday, depending on which day fits their schedule. Campuses may conduct the activity locally or organize an equivalent activity in coordination with the College of Human Kinetics. The schedule may change because of weather, emergencies, or official University activities. When needed, CHK may reschedule the session within the same month, subject to approval by the Vice President for Administration. This flexibility allows participation while protecting regular operations. [Audio] VI • IMPLEMENTING OFFICES A clear operating model keeps the program safe and consistent OFFICE OF THE PRESIDENT COLLEGE OF HUMAN KINETICS (CHK) Plans • schedules • instructors • logistics • safety • records • quarterly reports MEDICAL SERVICES DEPARTMENT UNIVERSITY LEADERS & UNITS Medical guidance and recommended participation limits when warranted Vice Presidents, Deans, Directors, Campus Administrators and Heads provide support CHK may also coordinate with other offices and external partners. PRESENTATION SCRIPT Implementation follows a clear line of responsibility. The Office of the President provides overall direction. The College of Human Kinetics serves as the lead implementing office. CHK prepares the annual plan and monthly schedule, assigns instructors, coordinates logistics, sets safety measures, keeps records, and prepares quarterly reports through the Vice President for Administration. The Medical Services Department provides medical guidance and may recommend participation limits when necessary. Vice Presidents, Deans, Directors, Campus Administrators, and unit heads support implementation within their areas. CHK may also coordinate with other offices and external partners when this improves the program. [Audio] VII • PARTICIPATION AND ATTENDANCE Participation is expected; service delivery remains protected RECORDS SUBMITTED UNIT DESIGNATES ACTIVITY HELD ATTENDANCE RECORDED CHK CONSOLIDATES A coordinator or authorized representative Employees join the weekly wellness session Unit representative oversees attendance Attendance is sent to CHK on time Records support evaluation and reporting Attendance records must be processed under RA 10173 and applicable rules. DATA PRIVACY Units may group employees or adjust work arrangements to maintain frontline and essential services. PRESENTATION SCRIPT Participation is expected across the University, but each unit must protect frontline and essential services. The process begins when a unit designates a coordinator or authorized representative. Employees then join the scheduled wellness activity, and the unit representative records attendance. The unit submits the records to CHK within the prescribed period, and CHK consolidates them for evaluation and reporting. Units may group employees or adjust work arrangements so that services remain available. Attendance information must be handled in accordance with the Data Privacy Act of 2012, or Republic Act No. 10173, and other applicable rules. [Audio] VIII • EXEMPTIONS Five circumstances may excuse an employee from participation APPROVED LEAVE A Employee is on approved leave. SERVICE CONTINUITY OFFICIAL BUSINESS B Employee is on official business or travel. The program must not unduly disrupt public services. ESSENTIAL DUTY C Employee is assigned to essential services or an emergency. MEDICAL RESTRICTION Employees unable to join because of official duties or other authorized reasons are considered excused. D Supported by a medical certificate or MSD recommendation. AUTHORIZED EXCEPTION E Approved by the President or appropriate Vice President. PRESENTATION SCRIPT The guidelines recognize five circumstances that may excuse an employee from participation. These are approved leave, official business or travel, assignment to essential services or emergency duties, a medical restriction supported by a certificate or Medical Services recommendation, and an exception authorized by the President or the appropriate Vice President. These exemptions balance employee welfare with operational needs. The central principle is service continuity. Employees who cannot participate because of official duties or another authorized reason are considered excused, and the wellness activity must not unduly disrupt University services. PRESENTATION SCRIPT Three supporting systems help the program remain sustainable. First, safety measures must include appropriate activity design, warm-up and cool-down periods, first-aid equipment, and access to emergency assistance. Second, CHK will use attendance records and quarterly accomplishment reports to monitor implementation. Reports should identify activities conducted, participation by college, campus, or office, and recommendations for improvement. Third, the University may fund the program from available resources, subject to budgeting, accounting, auditing, procurement, and other applicable laws and regulations. These controls support responsible and evidence-based implementation.
