To  ensure that the  work performance  of civil servants remains excellent,  the welfare of civil servants has been given  attention .

The issues  faced by civil servants is  difficult  to find a house near  to the workplace  and also  can’t afford an  own  house .  G overnment  focuses  on  providing government  quarters .  Until  11th Feb 2020    27,577 quarters  have  been provided  ( Bahagian Pengurusan Hartanah (BPH), Jabatan Perdana  Menteri)

The  government considers it important to provide  quarters  near the workplace for the  smooth running of the  organization.

In  urban areas  civil servants are  prefer to  stay  in government quarters  because  the rent  is  lower than renting ordinary  houses  ( Mohamad  , 2013)

M ost  of the  government  quarters in rural area are  unoccupied .  C aused  a  huge loss  to the government because the  building and facilities  of the building were  damaged.  Loses in both  land  usage efficiency  and  monetarily

A bandoned  quarters  building will become  obsolete  and  lead to other environmental and health  issues.

R ural  areas  the rental value of  houses  is lower or equal  to the rental value of  quarters. civil  servants in rural areas make quarters  has a  last  option  in choosing the house.

Issue  Statement  related studies / data lack of quarters in urban areas civil servants in  urban areas  are  waiting their turn  to get quarters 23,000 civil servants  in the  Putrajaya  and Kuala Lumpur areas are  still waiting their turn to get quarters   (Suhaila & Nor, 2019) Vacant/ abandoned  government quarters in rural area (Case  study focused on rural area) government quarters in  rural area  are  vacant and unoccupied Former Minister of Education,  Dr.   Maszlee  Malik, announced that  total of  16,364 vacant teacher quarters  all over  Malaysia  and  total of  10,062 units  of quarters are  unoccupied and damaged  where most of these units are  located in rural areas   (Kasimon,2019).

Teachers' quarters in  Kampung   Paya   Merah  Lama have been abandoned and unoccupied has become the place for  drug addicts  and its  threatening the safety of the neighbourhood   (Muthakir, 2018).

16 departments  and  4 schools  owned their quarters (total 590 units) 33 government departments located in Kuala  Kubu   Bharu

Some   units were  left unoccupied  and some were  overgrown  with  bushes obsolete  and  not safe  for  occupy Not all units are occupied

PROBLEMS OF GOVERNMENT QUARTERS IN MALAYSIA

Problem Statement  related studies / data Design  of  Quarters Exterior design  of  building  will give the occupants a  perception  regarding the  comfort  of the building The design of the new model  teacher quarters  is the same for all areas.  5 storey with 2 units  of houses per floor, and  not provided  with  elevator facilities . teachers are   not interested  because it would make life  difficult  especially for those are staying at  5 th  floor . ( Soffie ,   2013) Interior design  (MFA  are  small and  did not meet  the needs of family) The number of  three rooms  is to meet the needs especially of Muslim families ( Masitah , 2011)  The Government Quarters  built in the 1970s  had only  two rooms  with an  old wiring system   ( Berita   Harian , 2018)

Problem Statement  related studies / data Maintenance  of  Quarters maintenance issues  of quarters are  often raised many civil servants waiting their turn to get quarters in  Putrajaya  and Kuala Lumpur. Most of the quarters are vacant for more than a year and are still not leased to civil servants because they have  not been maintained  and need  time to carry out repair work . ( Berita   Harian  Online, 12 March 2019). 300 government quarters in  Miri ,  damaged due to poor maintenance  ( Utusan  Borneo, 2016) Teachers' quarters at  Jalan   Iskandar  Shah, Kuala  Kangsar  also  not well maintained  and  report was since 2005 but no action was taken  ( Berita   Harian  Online, 21 May 2009) In Kuala Lumpur   8,812 units of teacher quarters are  still vacant due to no provision to upgrade the quarters  ( Bernama , 4 July 2011). causing  other problems  to the  occupants Royal Malaysian Navy's quarters in,  Lumut  where the  elevator failed to function properly  because of the  poor maintenance  resulted the  death  of  wife to staff of  Royal Malaysian Navy  ( Berita   Harian , 19 February 2013).

( Berita   Harian , 11 May 2011).  Vandalism  in the quarters. The issue of  theft  of iron and valuables occurred at the Air  Tawar  teacher quarters,  Mersing  ( Berita   Harian , 16 May 2011). Perumahan   Penjawat   Awam  Malaysia (PPAM) Scheme  Civil  servant prefer to  owning own house  rather than  renting  in quarters This initiative is provided to ensure that the  low and middle  income groups  can buy houses in urban areas . The selling price of the house is  between RM90,000 to RM 300,000  (PPAM Portal, 2020). Net income  below RM 1,700  is eligible for a housing  loan of up to RM 200,000 Until  the  date  179 projects  have been launched involving  all states .

NEGATIVE IMPACT OF ABANDONED GOVERNMENT QUARTERS

IMPACT RESULT OF NEGATIF IMPAT Affecting  the  image of surrounding area abandoned police quarters at  Jalan   Rasah   Seremban   consisted of two storey apartment buildings and 10 wooden houses were left vacant until  the bushes tarnished the image of the surrounding area  (The Star, 16 June 2008). Residents in  Tajar ,  Alor   Binjal  reported that abandoned   teachers' quarters tarnished the scenery and  caused a sense of insecurity among residents  (NSTP, 24 May 2019). In  Lumut , Perak where the housing of the Royal Malaysian Customs Department in  Jalan   Titi   Panjang  was abandoned. The row of Royal Malaysian Customs Department abandoned house buildings  tarnishes the image of  Lumut  city as a famous tourist  center . (Metro Daily, December 16, 2016). Threatening the Health  Teachers' quarters next to  Sekolah   Menengah   Kebangsaan  Sungai  Pasir , Sungai  Petani  found that about 100 quarters had been abandoned. As a result, the quarters have  become illegal dumping area s and  r esidents in the surrounding worried that the quarters will most likely be  breeding grounds for AEDES mosquitoes  and even  venomous animals  ( Siti , 2018). As of July 2020,  56,507 Dengue cases with 94 deaths  have been reported in Malaysia  ( Ministry of Health Malaysia, 9 July 2020).

IMPACT RESULT OF NEGATIF IMPAT Threatening the safety  The threats are from venomous animals as well as criminals Utusan  Malaysia reported that the  old Quarters of the Public Works Department (JKR)  in  Batu  Gajah, Perak has been abandoned for several years and the quarters are now  the habitat of wild boar  and  threatens the safety of the surrounding residents  ( Aqilah , 2020) Sinar   Harian  reported that the  teachers' quarters  behind  Sekolah   Kebangsaan   Tok  Gajah,  Batu   Kurau  had been  abandoned and infested with bushes . Residents nearby saw a  pair of cobras  on the fence of the quarters.  ( Wartawan , 2017) The  quarters of Fire and Rescue Department  near Taman  Cempaka ,  Senawang  have been  abandoned for  more than 10 years with  full of bushes and become breeding grounds for snakes, mosquitoes, monkeys and also become a nest for drug addicts  ( Tuty , 2016). Abandoned quarters also become a  place for criminal cases .  Berita   Harian  reports the  found  of a  human skeleton in an abandoned quarters  at  Jalan   Pesta ,  Bakri  in Muar ( Badrul , 2018). The  former military quarters at Flat Sri Kuching , which was vacated in 2008, is now a haunt for  drug addicts . There are also  criminal cases such as motorcycle theft  which worries the residents of Public Flats located next to Flat Sri Kuching ( Bernama , 2019).

IMPACT RESULT OF NEGATIF IMPAT Loss to the government Abandoned Quarters became the  focus of vandalism  as well as thieves to steal wire, iron and other components that could be sold.  Residents in the area of Teacher   Kuarters  Air  Tawar ,  Mersing    claimed that the  abandoned teacher quarters  were  trespas s and  components in the building were stolen  ( blog  Jenayahganas , 16 May 2011). The  government incurs  losses  and has to incur  new costs to replace the missing components.
