[Audio] Introduction The sudden rise of container and cargo volumes in the Batangas Container Terminal encourage us to propose the Batangas Port Development and Reclamation Project. As global trade continues to grow, existing port facilities become insufficient to handle or manage the increasing container and cargo volumes. Background The Batangas International Port is in Barangay Sta. Rita, Batangas City with a land area of about 150 hectares. It is under the management of the Philippine Ports Authority (P-P-A--). Philippine Ports Authority (P-P-A--), an attached government agency and controlled corporation under the Department of Transportation, which is responsible for financing, management, and operations of public ports throughout the Philippines. The Batangas Container Terminal (B-C-T--) of the Batangas Port is a major commercial port/harbor outside Metro Manila that serves major industries in Southern Luzon. Based on P-P-A statistics, total volume of cargoes and containers that discharged and loaded at the port are as follows: For information, the design capacity of Batangas Container Terminal (B-C-T--) is 450000 T-E-U--. T-E-U is a measure of volume in units of twenty-foot-long containers. Based on Philippine Ports Authority (P-P-A--) statistics, the Batangas Port has already reached its actual design capacity of 450000 T-E-U by 2023 as shown in the table..

INTRODUCTION 	The sudden rise of container and cargo volumes in the Batangas Container Terminal encourage us to propose the Batangas Port Development and Reclamation Project. As global trade continues to grow, existing port facilities become insufficient to handle or manage the increasing container and cargo volumes.
 BACKGROUND  	The Batangas International Port is in Barangay Sta. Rita, Batangas City with a land area of about 150 hectares. It is under the management of the Philippine Ports Authority (PPA). Philippine Ports Authority (PPA), an attached government agency and controlled corporation under the Department of Transportation, which is responsible for financing, management, and operations of public ports throughout the Philippines.  	The Batangas Container Terminal (BCT) of the Batangas Port is a major commercial port/harbor outside Metro Manila that serves major industries in Southern Luzon.

Based on PPA statistics, total volume of cargoes and containers that discharged and loaded at the port are as follows:




 	For information, the design capacity of Batangas Container Terminal (BCT) is 450,000 TEU. TEU is a measure of volume in units of twenty-foot-long containers.  	Based on Philippine Ports Authority (PPA) statistics, the Batangas Port has already reached its actual design capacity of 450,000 TEU by 2023 as shown in the table.

The proposed Batangas Port Development and Reclamation Project is located at Brgy. Sta. Rita, Batangas City with a port capacity of 325180 T-E-Us as shown:
It has an offshore coverage of five (5) hectares, more or less cut along the line edge of the existing port with boundaries well defined by the U-shape port berthing lines to be designed as containment wall of the reclamation platform.
The proposed port development is close to trading partners for efficient access to import and export markets to reduce transportation costs. Availability of skilled labor or well-trained workforce nearby is also essential for smooth port operations and maintenance. The location is within a well-developed port with modern facilities, berths, and cargo-handling equipment that enhances its efficiency and attracts shipping lines and cargo owners. The location has a stable and predictable regulatory environment that contributes to long-term project viability and within a Foreign Trade Zone (F-T-Z--) that offer benefits such as duty deferral, streamlined customs procedures, and tax incentives. The location has near access to the port by road, rail, pipeline, or conveyor for cargo flow and distribution..

[Audio] Data Collection and Analysis The following tools were used in the collection of needed data and information, namely: Review of relevant documents and reports. An extensive review of relevant documents and reports was made including, among others, the documents and reports listed in References section.
Directly observing the project area. Survey of existing households. The exact location of the proposed project is located at Brgy. Sta. Rita, Batangas City which is nearby existing port. By directly observing the project area, we found out that there were no existing households living in the exact location of the project.
Environmental impacts. Air pollution; Noise; Impacts on water quality and the health of marine life; Land or soil pollution Aside from all the environmental impacts mentioned, the Batangas Port has been issued an Environmental Compliance Certificate (E-C-C--) by the Environmental Management Bureau of the Department of Environment and Natural Resources (EMB-DENR). At present, the Batangas Port has been recognized for its environmental initiatives and compliance. It has received multiple Green Port Award System (G-P-A-S-) recognitions from the apec Port Services Network (A-P-S-N-) for its sustainable practices. Additionally, the port is certified to ISO 9001:2008 and implements the Port Safety, Health, and Environmental Management System (PSHEMS)..

The lead-up to major holidays and shopping seasons often sees a spike in shipping activities as businesses stock up on goods. Diversion from Congested Ports. Some cargo may be diverted from more congested ports like Manila to Batangas to avoid delays and improve logistics efficiency. Increased Industrial Activity. The rise in industrial activities in the region has also contributed to higher cargo volumes..

Based on the data provided by PPA, both foreign cargo and container volumes increased significantly from 2020 to 2023.  Economic Recovery. To avoid delays and congestion at Manila ports, many shipping companies are redirecting their vessels to Batangas Port. Strategic Location. This includes expanding docking facilities, enhancing cargo handling equipment, and improving storage capacities. Environmental Considerations: With more shipcalls and cargo volumes, there may be increased environmental impacts, such as higher emissions and potential marine pollution. Logistical Improvements: The increase in shipcalls necessitates better logistical coordination and efficiency. This could lead to advancements in port management systems, streamlined customs procedures, and improved intermodal transport connections.
Policy and Regulatory Adjustments: The rising activity at the port may prompt changes in policies and regulations to ensure smooth operations and address any logistical challenges. This could include updates to safety protocols, environmental regulations, and trade policies. Recommendations
Expansion/ improvement of Batangas Port cargo handling facilities should be implemented in the future to meet the increasing usage demand of B-C-T by industries in Batangas and Laguna. Likewise, road and bridges, and other related infrastructures/facilities should also be improved/ expanded to address worsening congestion in the area.
dotr accelerate the implementation of PNR's plan to develop a freight train system that will improve the accessibility of the Batangas Port as well as the Port of Manila to the Southern Tagalog and Bicol regions.
P-P-A and L-G-U to encourage the port operator to implement a continuing program to provide appropriate employment or source of income to the affected families. The port operator to enhance the attractiveness and competitiveness of the Batangas Container Terminal by implementing various appropriate measures.
Discontinue the policy of shifting cargoes from the Port of Manila to the Batangas Container Port (if indeed there was a formal policy)..

This could lead to advancements in port management systems, streamlined customs procedures, and improved intermodal transport connections. Policy and Regulatory Adjustments: The rising activity at the port may prompt changes in policies and regulations to ensure smooth operations and address any logistical challenges. RECOMMENDATIONS Expansion/ improvement of Batangas Port cargo handling facilities should be implemented in the future to meet the increasing usage demand of BCT by industries in Batangas and Laguna.  Likewise, road and bridges, and other related infrastructures/facilities should also be improved/ expanded to address worsening congestion in the area. DOTr accelerate the implementation of PNR’s plan to develop a freight train system that will improve the accessibility of the Batangas Port as well as the Port of Manila to the Southern Tagalog and Bicol regions. PPA and LGU to encourage the port operator to implement a continuing program to provide appropriate employment or source of income to the affected families.  The port operator to enhance the attractiveness and competitiveness of the Batangas Container Terminal by implementing various appropriate measures. Discontinue the policy of shifting cargoes from the Port of Manila to the Batangas Container Port (if indeed there was a formal policy).

Introduction
	The sudden rise of container and cargo volumes in the Batangas Container Terminal encourage us to propose the Batangas Port Development and Reclamation Project. As global trade continues to grow, existing port facilities become insufficient to handle or manage the increasing container and cargo volumes.

Background 
	The Batangas International Port is in Barangay Sta. Rita, Batangas City with a land area of about 150 hectares. It is under the management of the Philippine Ports Authority (P-P-A--). Philippine Ports Authority (P-P-A--), an attached government agency and controlled corporation under the Department of Transportation, which is responsible for financing, management, and operations of public ports throughout the Philippines. 
	The Batangas Container Terminal (B-C-T--) of the Batangas Port is a major commercial port/harbor outside Metro Manila that serves major industries in Southern Luzon. 
Based on P-P-A statistics, total volume of cargoes and containers that discharged and loaded at the port are as follows:


For information, the design capacity of Batangas Container Terminal (B-C-T--) is 450000 T-E-U--. T-E-U is a measure of volume in units of twenty-foot-long containers. 

Based on Philippine Ports Authority (P-P-A--) statistics, the Batangas Port has already reached its actual design capacity of 450000 T-E-U by 2023 as shown in the table.

Project Scope
The proposed Batangas Port Development and Reclamation Project is located at Brgy. Sta. Rita, Batangas City with a port capacity of 325180 T-E-Us as shown:
It has an offshore coverage of five (5) hectares, more or less cut along the line edge of the existing port with boundaries well defined by the U-shape port berthing lines to be designed as containment wall of the reclamation platform.
The proposed port development is close to trading partners for efficient access to import and export markets to reduce transportation costs. Availability of skilled labor or well-trained workforce nearby is also essential for smooth port operations and maintenance. The location is within a well-developed port with modern facilities, berths, and cargo-handling equipment that enhances its efficiency and attracts shipping lines and cargo owners. 
The location has a stable and predictable regulatory environment that contributes to long-term project viability and within a Foreign Trade Zone (F-T-Z--) that offer benefits such as duty deferral, streamlined customs procedures, and tax incentives. The location has near access to the port by road, rail, pipeline, or conveyor for cargo flow and distribution.

Project Goal and Objectives

To successfully execute the reclamation  and port development project by obtaining all necessary approvals, permits, and licenses for the survey plan, ensuring complaince with regulatory requirements and fostering sustainable development.

3. Liaise with regulatory agencies to facilitate the review and approval process.
4. Monitor the progress of permit and license application, and promptly respond to any requests for additional information or clarifications.
5. Obtain all necessary permits and licenses in a timely manner to avoid project delays.

Data Collection and Analysis

The following tools were used in the collection of needed data and information, namely: 
Review of relevant documents and reports. 
	An extensive review of relevant documents and reports was made including, among others, the documents and reports listed in References section.
Directly observing the project area. 

Survey of existing households. 
	The exact location of the proposed project is located at Brgy. Sta. Rita, Batangas City which is nearby existing port. By directly observing the project area, we found out that there were no existing households living in the exact location of the project.
Environmental impacts.
	Air pollution; Noise; Impacts on water quality and the health of marine life; Land or soil pollution
	Aside from all the environmental impacts mentioned, the Batangas Port has been issued an Environmental Compliance Certificate (E-C-C--) by the Environmental Management Bureau of the Department of Environment and Natural Resources (EMB-DENR). 
	At present, the Batangas Port has been recognized for its environmental initiatives and compliance. It has received multiple Green Port Award System (G-P-A-S-) recognitions from the apec Port Services Network (A-P-S-N-) for its sustainable practices. Additionally, the port is certified to ISO 9001:2008 and implements the Port Safety, Health, and Environmental Management System (PSHEMS).

Data Collection and Analysis

Based on the data provided by P-P-A--, both foreign cargo and container volumes increased significantly from 2020 to 2023. 
Economic Recovery. As the global economy continues to recover from the COVID-19 pandemic, there has been a surge in trade activities, leading to higher import and export volumes. 
Seasonal Demand. The lead-up to major holidays and shopping seasons often sees a spike in shipping activities as businesses stock up on goods. 
Diversion from Congested Ports. Some cargo may be diverted from more congested ports like Manila to Batangas to avoid delays and improve logistics efficiency. 
Increased Industrial Activity. The rise in industrial activities in the region has also contributed to higher cargo volumes.

Data Collection and Analysis

The sudden increase in domestic shipcalls at Batangas Port can be attributed to several factors: 
Economic Recovery. As the economy rebounds, there is a higher demand for goods and services, leading to increased shipping activities.
Port Congestion in Manila. To avoid delays and congestion at Manila ports, many shipping companies are redirecting their vessels to Batangas Port.
Strategic Location. Batangas Port's proximity to key industrial and commercial areas makes it a convenient hub for domestic

The substantial increase in container and cargo volumes, along with the rise in shipcalls at Batangas Port has several significant implications:
Economic Boost: The surge in cargo and shipcalls indicates a thriving trade environment, which can lead to increased economic activity in the region. 
Infrastructure Expansion: To accommodate the rising volumes, there will be a need for further investment in port infrastructure. This includes expanding docking facilities, enhancing cargo handling equipment, and improving storage capacities. 
Environmental Considerations: With more shipcalls and cargo volumes, there may be increased environmental impacts, such as higher emissions and potential marine pollution. 
Logistical Improvements: The increase in shipcalls necessitates better logistical coordination and efficiency. This could lead to advancements in port management systems, streamlined customs procedures, and improved intermodal transport connections.

Recommendations
Expansion/ improvement of Batangas Port cargo handling facilities should be implemented in the future to meet the increasing usage demand of B-C-T by industries in Batangas and Laguna. 
Likewise, road and bridges, and other related infrastructures/facilities should also be improved/ expanded to address worsening congestion in the area.
dotr accelerate the implementation of PNR's plan to develop a freight train system that will improve the accessibility of the Batangas Port as well as the Port of Manila to the Southern Tagalog and Bicol regions.
P-P-A and L-G-U to encourage the port operator to implement a continuing program to provide appropriate employment or source of income to the affected families.
