By the 2026-2027 school year, Menong Elementary School of Living Tradition (Menong ESLT) aspires to foster functional literacy among its students. Our vision is to equip learners with essential 21st-century skills and develop a community of proficient readers. Furthermore, in line with the MATATAG Curriculum and in Deped order No. 45, s.2002 known as “Every Child A Reader Program, we are committed to the continuous professional development of our teachers, focusing on addressing reading weaknesses in learners and intensifying the adaption of the Marungo approach, 4M’s and LEA (Language Experiential Approach) to literacy instruction.              By enhancing educators' skills in implementing the Marungo approach, 4M’s and LEA, we ensure that teachers can effectively support students in developing strong literacy skills. This approach will not only enhance students' reading abilities but also empower them to become critical thinkers and effective communicators. Together, we aspire to shape learners with equal opportunity and social inclusivity, who embrace knowledge, and become proficient readers.

Project Initiative Background and Rationale

Our goal is to ensure that all identified full refreshers, 70% of 37, progress towards becoming 100% moderate refreshers to grade ready. We believe that through the implementation of our effective Marungo approach, 4M’s, and Language Experiential Approach to literacy instruction, these learners will transition from moderate refreshers to grade ready, with assessments serving as evidence of their reading growth and development. We are committed to providing our students with the best possible education, and we are excited to see the progress that we will make in the coming year..

By the end of school year 2024-2025, the progression of all 26 (70%) out 37 full refreshers, identified in the CRLA Pre-test results last September 2024, towards becoming 100% moderate refreshers to grade ready. In today's world, the ability to read is essential for success in every aspect of life. Therefore, educators must prioritize teaching reading skills to their students. However, teaching reading is not a simple task. It requires a deep understanding of the intricate ways in which these skills and strategies work together. As such, educators must be equipped with the knowledge and skills necessary to teach reading successfully. One of the challenges that teachers face is the fact that a significant number of young people in developing countries are unable to read. To address this challenge, educators must prioritize teaching reading skills to their students. This is where the Every Child a Reader Program (E-C-A-R-P) comes in. This national initiative is aimed at ensuring that every child can read at their grade level. As a teacher, I believe that every child has the potential to become an independent young reader. To achieve this, I will work with my students to develop strategic reading skills that will enable them to read successfully. I will use a variety of teaching strategies, such as guided reading, independent reading, and collaborative reading, to help my students develop these skills. In conclusion, I strongly believe that teaching reading skills is a crucial component of a child's education. As a higher education teacher, I am committed to working with my students to develop these skills and help them become independent young readers. Reading is crucial for children’s learning, broader literacy skills development, and future successful participation in society. Learning to read is one of the most important outcomes of education. To teach students to read successfully, educators need to understand the intricate ways these skills and strategies work together to meet individual students at their point of need.                   According to a 2014 UNESCO report, one in four young people (or 175 million youth) in developing countries were unable to read a single sentence. Additionally, Duterte (2021) emphasized that learning poverty, or the inability to read and comprehend basic text by the age of 10, has worsened due to the disruption in schooling caused by the pandemic. As stipulated in DepEd Order No. 70 s. 2011, the “Every Child a Reader Program” (ECARP) is a national initiative aimed at ensuring every child can read at their grade level. Therefore, learners should be equipped with strategic reading skills to become independent young readers.

[Audio] We are pleased to welcome everyone to the Menong Elementary School of Living Tradition. Our focus today is on discussing the Project Initiative Plan. Our discussion will center on the challenges that our target beneficiaries face. Out of the 37 participants, 70% were full refresher learners. Among these learners, 9 were in grade 1, 9 in grade 2, and 8 in grade 3. The main reason identified for their challenges in reading proficiency was the lack of parental involvement due to work commitments, which was compounded by their marginalized communities with limited access to good and nutritious food. Furthermore, the lack of reliable internet and signal in their area exacerbated the educational challenges faced by these learners. Collectively, these factors contributed to the lower reading levels observed among the learners. The purpose of this project initiative is to address these challenges and improve the reading proficiency of these learners..

The target beneficiaries for the program were chosen based on the results of the Comprehensive Rapid Literacy Assessment (CRLA) pre-test, with 26 out of 37 participants, accounting for 70%, exhibiting characteristics of being full refresher learners. Among these learners, 9 were in grade 1, 9 in grade 2, and 8 in grade 3.   The primary reason identified for their challenges in reading proficiency was the lack of parental involvement due to work commitments, compounded by their belonging to marginalized communities with limited access to good and nutritious food. Furthermore, the lack of reliable internet and signal in their area further exacerbates the educational challenges faced by these learners. These factors collectively contribute to the lower reading levels observed among the learners.

Our School Head will advocate for the reading program to stakeholders, including teachers, students, parents, and community members. We will provide technical assistance to teachers on pedagogy, content, assessment, and development of materials related to reading through L-A-C sessions. Our Reading Teachers will attend Collaborative Expertise (C-E---) on upskilling and retooling on pedagogy, content, assessment, and development of materials solely for the literacy program. We will develop supplementary reading materials to support our students' learning. We invite our stakeholders, including Reading Volunteers, to extend support as Home Reading Partners. We will honor our Learning Facilitators by giving awards and recognition for their contributions to the literacy program. By implementing this initiative, we hope to improve literacy skills among our students and prepare them for success in the future..
