The purpose of this doctoral thesis is to examine the views of Greek public servants on the management and lifelong training of human resources in ICT in large public organizations and services, as long as the evaluation methods and tools.

Scene 5

In the modern age of rapid socio-economic and technological change, lifelong learning and enhancing the capabilities and skills of human resources is crucial.  Adequacy in the use of knowledge, utilization of metacognition, application of skills and abilities for the effective fulfillment of human resources work for the benefit of the citizen, are key objectives of public policies.  As far as the Greek public organizations are concerned, the issue of the lifelong training in ICT has not been sufficiently studied and there are no specific examples and data.  The investigation and analysis of the views of the public servants themselves for their lifelong learning, will highlight the situation and will lead to its enhancement.

In the context of covering the above-mentioned purpose of the current doctoral thesis, in the field of its primary quantitative research, the following research questions are defined: 1. What public servants believe regarding human resources management in public organizations? 2. What are public servants’ attitudes towards their lifelong training? 3. What public servants think about their evaluation methods and tools? 4. How demographics affect public servants’ opinions?

Today, globalization, the technological revolution, and international competition are putting pressure on all actors and organizations, both private and public, to adapt quickly to the new ever-changing environment The role of training and education is considered crucial in this direction In the public sector, change is taking place more slowly than in the private sector

The management of human resources in the public sector is at the heart of the debate on both the organization and the operation of the sector and the parameters that determine it, as their application in non-commercial sectors seems inevitable Human resource management in the public sector is an integral part of the administrative function of any organization and brings together important activities, focusing on human resource management  In order to have a comprehensive human resource management policy of the public sector in Greece, a necessary condition is the continuous monitoring and investigation of the parameters that affect the proper management of human resources, which is required to operate effectively in an ever-changing and environmentally different environment, work, social and cultural environment

A quantitative survey will be conducted, based on secondary and primary sources. The first part will be a literature review of previous, relevant research. The second part will be a questionnaire-based survey, on 150 public servants working in the public organizations of  Veria
