NOXIOUS LIQUID SUBSTANCE IN BULK. ANNEX II covers all liquid substances, which represent a potential hazard to the marine environment. The only exception to this is with regard to mineral oils as these are regulated under annex 1. The annex II Regulation for the control of pollution by noxious liquid substances in bulk define four-category categorization system for noxious and liquid substances..

Category  X : Category X represents those noxious liquid substances which if discharged into the sea from tank cleaning or de-ballasting operations will pose a  major risk  to the environment and human resource. Category Y : Category Y represents those noxious liquid substances which if discharged into the sea from tank cleaning or de-ballasting operations will pose a  moderate risk  of hazard to the environment and human resource. Category Z : Category Z represents those noxious liquid substances which if discharged into the sea from tank cleaning or de-ballasting operations will pose a  minor risk  of hazard to the environment and human resource. Other Substances : Substances that are found to be outside these categories of X, Y, and Z as defined under regulation 6 of  Marpol  Annex 2 are indicated as OS   ( Other  substance  ) under the pollution category column of chapter 18 of I.B.C code.

The provision in annex II regulation 13 allow the discharges into the sea of residues of substances in category X , Y or Z , provided;.

The ship is proceeding  en  route  at a speed of at least  7 knots The discharge is made below the waterline not exceeding the designed maximum water discharge rate. CONSTRUCTION REQUIREMENT. SHIP ARRANGEMENT - For the purpose of insuring to carry out effective survey to ship throughout their operational life, provision of suitable means of access for inspection is to be considered at he ship design stage and in construction.

DEDICATED CLEAN BALLAST TANK. The dedicated clean ballast tanks shall have sufficient capacity to enable the tanker to meet the requirements of Regulation 13 ( 2) of Annex 1 of MARPOL 73/78. SPECIAL AREAS. Means a sea area where for recognized technical reasons in relation to it’s oceanographic and ecological condition and to the particular character of it’s traffic the adoption of special mandatory methods for the prevention of sea pollution by noxious liquid substance is required. Special areas shall be: The Baltic Sea , The Black Sea , The Antarctic Sea ..

Mandatory Prewash Operation. The mandatory prewash concept means that the tanks from which Category B and C substances, tanks which have not been efficiently stripped, must be washed in a prescribed way in the unloading port. Cargo tanks which Category A substances have been unloaded must be washed and tanks washing must be discharged to the shore until the residue concentration in the effluent has been reduced to a specific value..

Category A substance in all areas. With respect to Category A substances the following provisions shall apply in all areas. A tank that has been unloaded shall be washed in accordance with the requirements of this regulation before the ship leaves the port of unloading..
