[Audio] "Before we begin with the main briefing, let us be reminded of the guiding principles found in Scripture. In Matthew chapter 6, verse 33, we are taught to seek first the Kingdom of God and His righteousness, and all these things shall be added unto us. From Ephesians chapter 5, verse 18, we are reminded not to be overcome by worldly distractions, but instead to be filled with the Spirit. Ecclesiastes chapter 12, verse 13 tells us that the whole duty of man is to fear God and keep His commandments. And finally, First Corinthians chapter 14, verse 40 emphasizes that everything must be done properly and in order. These verses serve as our moral compass, guiding our actions and decisions as we carry out our responsibilities in the Fleet.".
[Audio] "Today, we will cover the following key areas: Functions, Organization, Updates by Branch, Training Readiness, and Issues & Concerns. Each of these components plays a pivotal role in our strategic planning for the year.".
[Audio] "The core function of our office is to advise and assist the Commander of the Philippine Fleet in the planning, coordination, and supervision of all matters related to Education, Training, and Doctrine development, ensuring we accomplish our mission.".
[Audio] "Our office structure consists of several key branches, each contributing to our overall mission. The Education and Training Office is led by the F8, supported by various specialized teams: Individual Training, Unit Training, and Doctrine Research.".
[Audio] "Our responsibilities extend to determining training requirements, managing foreign and local training slots, and preparing the budget for education and training programs. We also oversee the formulation and evaluation of doctrines in coordination with other fleet divisions.".
[Audio] "At the top is F8, supported by the Deputy F8. Four branches carry out our mission. The Admin and Budget Branch manages resources. The Individual Training Branch oversees foreign and local training. The Unit Training Branch directs collective training. The Doctrines, Research, and Policies Branch develops and refines doctrine. Together, these branches ensure education, training, and doctrine remain aligned with Fleet objectives.".
[Audio] "At the top is the Assistant Chief of Fleet Staff for Education and Training, F8. Directly under is the Deputy F8. Four branches execute the mission. The Administrative Branch manages personnel and resources. The Collective Training Branch oversees unit-level training. The Individual Training Branch handles foreign and local training for personnel. The Doctrine Development and Research Branch formulates and refines doctrine. Current fill: nine officers, twenty-nine enlisted, three civilian hires. Together, this structure ensures education, training, and doctrine remain aligned with Fleet objectives and Navy 2040.".
[Audio] "Current officer fill-up: five. Captain Balduman serves as Assistant Chief of Fleet Staff for Education and Training, F8. Commander Baylon is Deputy F8 and Sail Plan Officer. Lieutenant Commander Cerezo heads Doctrine Development and Research Branch, and also serves as Chief of the Unit Training Branch. Lieutenant Junior Grade Pascua manages the Individual Training Branch, Secretariat for the Foreign Training Selection Board, Staff Talk Working Committee, and Secretariat for the Education and Training Board. Ensign Aldea handles Admin and Budget. Professional Military Education: two GSC, one NCC, one NOBC. This team provides leadership and continuity across all branches.".
[Audio] "Enlisted strength: nine personnel. Key positions cover Admin and Budget, Unit Training, Individual Training, and Doctrines. Some are on duty with collateral tasks, others newly reported, and one under recovery. Professional Military Education includes ASC, BSC, and SBC qualifications. Overall, the enlisted team provides backbone support, ensuring continuity of operations across all branches.".

And staff-to-staff talks that strengthen coordination with partner navies. These efforts ensure our sailors gain both domestic and international exposure, aligned with Navy 2040 modernization goals.".

[Audio] The International Fleet Review and MILAN 2026 will be conducted in Visakhapatnam, India, from 28 February to 09 March 2026. This biennial, Indian Navy–sponsored naval exercise brings together naval forces from around the world to strengthen maritime cooperation and operational interoperability. The activity will feature both harbor and sea phase training, focusing on enhancing professional interaction, confidence-building, and coordinated maritime operations. Through these engagements, the exercise aims to promote regional maritime security, mutual trust, and collaborative response capabilities among participating navies. A total of 64 international delegations are expected to participate, with 19 ships and 2 aircraft taking part in the various activities. Held annually, this exercise focuses on Enhance the Warfighting Readiness and Interoperability of Fleet Assets. The exercise includes training in Anti-Surface Warfare (ASuW), Anti-Submarine Warfare (ASW), Anti-Air Warfare (AAW), and Electronic Warfare (EW), designed to improve warfighting proficiency across multiple operational domains. PAGBUBUKLOD 2026 features both harbor phase planning activities and at-sea field training, providing a comprehensive environment for operational integration and command-and-control practice. The Philippine Navy will participate with frigates (FF/FFG), patrol ships (PS), landing docks (LD), landing ships (LSV), landing craft (LCH), patrol gunboats (PG), patrol crafts (PC), and T12/T38 units, underscoring the Fleet's readiness for complex and high-end naval operations..
[Audio] AFP Joint Exercise "Dagat-Langit-Lupa," AJEX DAGIT PA 2026, will be conducted in the NOLCOM, SOLCOM, and WESCOM Areas of Responsibility tentatively in November 2026. Held annually, this exercise integrates all AFP branches—Army, Navy, Air Force, Marine Corps, and SOCOM—to enhance joint operational interoperability across sea, air, land, cyber, and information domains. The exercise aims to strengthen operational readiness for territorial defense and multi-domain contingencies, providing realistic opportunities to practice integrated planning, coordination, and execution. The Philippine Navy will participate with frigates (FF/FFG), patrol ships (PS), landing docks (LD), landing ships (LSV), landing craft (LCH), patrol gunboats (PG), patrol crafts (PC), and T12/T38 units, demonstrating the Navy's ability to operate effectively in complex, joint, multi-domain scenarios..

Second, rationalizing Fleet exercises to maximize training value and resource efficiency. Third, conducting exercises at the Fleet force level to strengthen operational readiness. These priorities ensure the Fleet evolves with modern capability, disciplined training, and force-level proficiency, aligned with Navy 2040.".
