Paperless Banking Study Project: Report

Paperless Banking : Paperless Banking is a form of banking technology which utilizes data processing technology through electronic devices and these transactions are termed as paperless banking because they require minimal paper use. This Project involves : Paperless Banking: Study : Review of Credit Policies, Loan Products, & Loan Forms - development to meet tablet application software requirements. Tablet Lending : Uses of Tablet Devices to process loan proposals. Biometric: Finger Prints : Capturing Finger Prints for better KYC by using Biometric devices attached to tablet and/or desktops.

Steering Committee : Developed the charter for the steering committee and formed the steering committee: included all key stakeholders of OAF and two other consultants. Interaction with all Stakeholders : Ensured regularly conduct of the Steering Committee meetings to ensure review of the progress as comprehensive project of “Paperless Banking- Tablet Lending & Biometric Implementation”. Tablet Devise Specifications: Developed for Tablet Device: Shared with other the other consultant. Biometric Devise Specifications : Developed for Biometric Device : Shared with another consultant. Handling of Tablet & Biometric Devises by the employees : Procedure & undertaking developed jointly with other consultant & upgraded. Users Policy for CBS Tablet Devices : Reviewed & Upgraded. Tablet & Biometric Devise Management: R eviewed & Upgraded. Biometric Manual : Developed by another consultant-Biometric: Reviewed & Upgraded.

Digital Lending Policy : Developed & shared with all stakeholders. Loan Origination System : Credit Processing Flow Chart & Procedure developed. Individual Credit Policy : Reviewed and amended as per the requirements of Paperless Banking. Group Credit Policy : Reviewed and amended as per the requirements of Paperless Banking. Credit Products : All Credit Products/Schemes reviewed and amended and all related changes done as required for Paperless/Minimise the paperwork. Reviewed/Redesigned all Loan Applications/Forms/Documents: keeping in view to go paperless/ minimise the paper work and reduction in number of forms/ steps to facilitate easy loan processing. Gold Loan Policy: New extensive gold loan policy backed by gold items developed to ensure safety of the clients and OAF by developing the gold jewelry articles valuation and storage procedu res. “Gold Secured Envelopes” : System introduced to make it tamper proof.

User Creation Policy : Developed for Tablets. Developed Tablet Lending step by step process flow: for Customer/Client creation and loan processing. Added the features- like GPS in the Policy for better loan quality: having GPS data of Clients and Guarantors business places and residence, GPS record of the property offered as collateral, and capturing of the Digital Photographs of the Clients and Guarantors. Creation of Digital Record of all Loan Documents : to safeguard the interest of the OAF in future. Customers’ Delight: Customer Experience: Quick & in field processing/verification . Internal Customers: to facilitate adoption of the new technology. Role of the Loan Admin in new Environment: As Master Trainer : as a Guide, Custodian of Tablet Devices and Biometric Devices: Developed.

WhatsApp Messenger Policy developed for internal use in OAF. Involved in Training and suggested changes in the training material developed by the other Consultant. Pilot Branches training completed. Risk Management : Paperless Banking: Tablet Lending: Gaps / Challenges and Risks that OAF might face with paperless banking and how to counter such Gaps/ Challenges/Risks: meeting conducted with all stakeholders in the presence of the CEO: Gaps and Mitigation document developed and shared with all stakeholders. All Credit Policies : Individual & Group Policy amended and shared with all stakeholders and keeping in view their views and suggestions after detailed discussions with the users/ authorities: again amended/updated. Further Digital Lending Policy : Developed. Interacting on regular basis with Tablet Lending Application Software Vendor, IT Team, Credit Team, Training , Risk and Audit to ensure compliance as well as to have audit trails in the Abacus. Interacting on regular basis with other Consultants : Tablet Lending & Biometric. Involved in testing of the Tablet Lending Application Software to make it more user friendly.

Paperless Banking Project:

Paperless Banking Project along with Tablet Lending & Biometric successfully completed. Oxus Afghanistan has already successfully launched the Paperless Banking Project in the 3 pilot branches of Kabul. Now the CEO has given clear instructions that from 26 th June 2021 in these 3 branches it should go fully live with all credit officers. Introduction of Paperless Banking in all other branches of Kabul: As per plan OAF will go live first in all Kabul branches after giving training to their staff and Loan Admins. In the third phase Branches of provinces: will be go live one by one or 2-3 branches together after giving them infrastructure required and training. However; the CEO has plan to get all branches live by Mid-August 2021. On Going Process- it is a Journey: The paperless Banking is a long journey and it is an ongoing process to take it forward to next levels. Oxus Afghanistan with these initiatives will be the Market Leader in Microfinance Sector in Afghanistan with much more profitable institute. All the Best .
