[Audio] SLIDE 4- General Information: Area Profile The Municipality of Rosario is located in the Southeastern part of Province of Batangas. It is bounded in the east by the town of San Juan and a portion of municipality San Antonio, Quezon Province in the north by the town of Padre Garcia and City of Lipa, in the west and the town of Ibaan and on the South by the towns of Taysan and Lobo. Municipality of Rosario belongs to the 4th Congressional District of Batangas and classified as first class municipality with 48 barangays. The town was named Rosario in honor of the Nuestra Señora del Rosario, their patroness. It has 22, 310. 22 hectares with 120, 815 populations as of 2020 census. The Sinukmani Festival is one of the activities during the Foundation Day Celebration of Rosario every 9th of June. It showcases a long line of sinukmani from different barangays and private establishments. Participants from other municipalities can be invited to join activities like street dancing, and drum & lyre band competitions.

[Audio] ( 20) a. Initiation Stage – Rosario MPS organized members of the Municipal Advisory Council from different sectors of the society. It was formally established on September 2, 2014 after they took their oath to the then Station Officer - in -Charge PCSINP FERDINAND BAYAWA ANCHETA. The MAC help us in developing our insights, evaluation of the performance and addressing current issues and concerns confronting the local police. During this time, we have five ( 5) members coming from the LGU, academe, Business Sector, Religious and Non- Government Organization. While, on October 15, 2014 Rosario Municipal Police Station was conferred with the PGS Initiated Status with the significant milestone on our PGS journey, the full potential of the Rosario Municipal Police Station is being attached to achieve our objective towards the realization of PNP Vision and Mission through the PNP P.A.T. R. O. L ( Peace and Order Agenda for the Transformation and Upholding of the Role of the Law) Plan 2030. Having passed the first stage of the PGS, Rosario MPS become more motivated in pursuing the compliance Stage. (20) b. Compliance Stage –. Rosario MPS was conferred with the PGS compliance on April 7, 2016 under the leadership of PCINSP OLIVER BASCO EBORA, Acting Chief of Police. The Compliance Stage the second stage of the PGS, is alignment of the organization to the strategy with its 6 elements – 1. Cascading of vision & strategy down to lowest units and individuals; 2. Aligning of budget, logistical and human resources to the strategy; 3. Implementation of the communications plan; 4. Conduct of periodic strategy and operation reviews; 5. Collation of the best practices and other initiatives; 6. Formalization of Advisory council. (20) c. Proficiency Stage - During Proficiency stage the strategy is sustained through the involvement of the Multi-Sectoral Governance, through the leadership of PMAJ JAIME S PEDERIO JR, this station passed the proficiency audit and was conferred with the PGS Proficiency on October 11, 2019 with the PGS Initiation stage with the significant milestone on our PGS journey..

The PNP's PHILOSOPHY is framed by " service, honor and justice", and the PNP CORE VALUES are: " makaDiyos, makabayan, makatao and makakalikasan" ( pro-God, pro-country, pro-people and pro-environment). [Audio] OPLAN SINukmani, stamping out this social menace by Intensifying the fight against Narcotic drugs Under the Keen cooperation of the LGU, NGO's, other government agencies and the community by providing Means for the Apprehension and Neutralization of drug personalities thru this Initiative. Project Summary :The campaign on illegal drugs in the Municipality of Rosario, Batangas entails an optimum strategy by adopting its word famous SINUKMANI Festival in order to be more aware the community and to meet the desired objective which to eradicated the proliferation of illegal drugs and negative influence brought by this evil menace. It shall be guided by the Quad + 1 concept of operation ( Intelligence, Operation, Police Community relations, Investigation and Information Operation) with the active support of the community in its implementation. Project objectives: Neutralization if illegal drug personalities; Supply Reduction; Demand Reduction; Crime Prevention; and Increase trust and confidence of the community Project details: 1. Random checkpoint operations; 2. Full utilization od BIN's for information gathering; 3. Serving of search warrant; 4. Close coordination with other pillars of Criminal Justice System to come up significant development in the campaign against illegal drugs; and 5. Utilization of Drug Abuse Resistance Education ( DARE) Officers in community engagement to prevent the use of illegal drugs, membership in gangs, and violent behavior in the municipality. Partners involved: 1. [Audio] 2. RATIONALE: Illegal Drugs is not only a problem in the municipality of Rosario, Batangas or in the Province of Batangas but in the whole country as well. DRUG BUSTERS is a consolidation effort of all sectors of the community. This Best Practice solicited the roles of PNP's partners such as DOH, DEPED, DDB, PDEA, Local Government Unit, Religious Sector, Brgy Officials and Community efforts to ensure the efficiency of the program for the continuous rehabilitation/ reform of the identified victims of illegal drug menace and return them in the community with peer resistance on illegal drugs . This project sets forth for the Detoxification of the identified drug victims through Calisthenics, Medical Consultations, Social Preparation and Counselling, Moral Recovery, Tree Planting and Linis Bayan, TESDA Training, and Job Placement. . BACKGROUND: The high influx of drug surrenderers triggered the Rosario MPS in formulating the program for the continuous reform/ rehabilitation of identified drug victims which elicited with the support of different sectors of the society such as LGU, DOH, DDB, DEPed, 733rd Combat Squadron and the Church. The Rosario Municipal Station firmly believe that there is still hope for those drug users, peddlers, and pushers. The station together with different organizations specially the local municipality government strongly support all the citizen of Rosario to improve their way of life by combating drug issues within families and community in general. Many of drug personalities were jobless that's why Rosario PNP offers different activities and opportunities for the surrenderers. As of this date, the programs include simple and easy approach that is achievable and feasible yet very effective. In this way, drug issues were solved. All organizations have joined forces to help in fast recovery of every individual so that we can attain progressive community that is Drug free. The following are the various activities included on this plan: Community Based Drug Rehabilitation Program ( Phase 1): Detoxification through Calisthenics; Moral Recovery Program; and Lectures under DARE Program. Community Based Drug Rehabilitation Program ( Phase 2): Counseling; Medical Consultation; Tree Planting Activity; Linis Bayan; and Fun Run Community Based Drug Rehabilitation Program (Phase 3): TESDA Training Job Placement 5. IMPLEMENTATION: The program focuses on community rehabilitation based for the continuous reform/ treatment of the identified drug personalities who surrendered in our Oplan Tokhang. The operation shall covered with three (3) Phases of operation with corresponding office assigned, to wit: Phase 1 CALISTHENICS-PNP MORAL RECOVERY-Religious Sectors LECTURE - PNP/Rural Health Unit/ DSWD/ MENRO/ PESO Phase 2 MEDICAL CONSULATIONS-DOH/ Rural Health Unit COUNSELLING-DSWD TREE PLANTING-MENRO LINIS BAYAN -MENRO Phase 3 TESDA TRAINING -TESDA/PESO JOB PLACEMENT- PESO RECOMMENDATION: Good rapport with LGU, and other stake holders is the most effective approach for the continuous reformation of the victims of these illegal drug menace. Institutionalization of the program is highly appreciated thru the effort of the Municipal Peace and Order Council ( MPOC) who Likewise, appropriate budgetary allocations for the operational cost of each activity..
