Recorded Sound. History of Mandated Reporting. In 1962, Henry Kempe’s studies on “battered child syndrome” brought attention to doctors on what role they should play in exposing child maltreatment (Rubin, 2016). In 1963, United States Department of Health, Education and Welfare Children’s Bureau sent guidelines for states to follow as they develop procedures for physician to follow when reporting child maltreatment (Children Bureau, 1963). From 1963 to 1967, forty-nine states had child abuse laws with mandating reporting on the books (Raz, 2017). The Child Abuse Prevention and Treatment Act of 1974 made mandatory reporting a standard for states to follow if they wanted federal funding. Every state had mandatory reporting laws that requires certain people such as doctors, teachers and social workers to report suspected child abuse..
