10. Provision is being made in the Goa Marine Fishing Regulation Rules 2021, (6 th Amendment) for protection and management of sea turtles by installing of Turtle Excluder Devices (TEDs) in trawl net..

Registration of Fishing Net is granted having mesh size not less than 24 mm for catching fish and 20 mm for catching prawns, under Goa Marine Fishing Regulation (Amendment) Act, 2019 which is published in Official Gazette Series I No.24 dated 17/09/2019 Fishing vessels (trawler/Purse-seiner) are registered upto length of 23 meters and allowed to be fitted with engine of horse power upto 300BHP and fishing Canoes are registered up to length of 38ft(11.58mt) Order to prohibit fishing with mechanized fishing vessel from 7.00 pm to 5.00 am in specified area published in Official Gazette Series I No. 29 dated 15/10/1981. Order to prohibit fishing in specified area by Bull or Pair trawling and towards use or installation of the fishing gears such as LED lights, fish light attractors or any other light equipment with or without generator, on mechanized fishing vessel or motorized fishing craft, for trawling, purse-seining or gill netting is published in Official Gazette Series II No. 6 dated 12/06/2016..

12. In the year 2001 Government took a Policy Decision to allow fishing vessels owners to construct or purchase new fishing vessel against replacement of old cancelled Vessel Registration Certificate (VRC) only. This does not add to the fishing fleet and the size of the fishing fleet remains the same Under section 18 A of Goa Marine Fishing Regulation Act, 2019 (amendment) provision is made to prohibit destruction of fish by explosives in inland waters and on coast..

13. ADOPTION OF UNIFORM COLOR CODE All Mechanized fishing vessels in Goa have adopted the uniform color code of White hull, black fenders and blue cabin for fishing trawlers and white hull with black fenders for fishing canoes. This can help the coastal security Agencies to identify the fishing vessels of Goa State..

14. The Department has notified the “ Goa STATE MARICULTURE POLICY 2020 ” for implementing cage fish farming in the Official Gazette, Series 1 No,21 dated 20 th August, 2020 to ensure maximum economic returns to the State from Aquaculture, while simultaneously benefiting the stake holders and the environment..

The Reservoir Cage Culture Project was initiated by the Department since the year 2016-17 and a total of 48 cages are installed at Chapoli Dam and stocked with Pangasius sutchi fish seed..

The Department of Fisheries has initiated Brackish water cage culture which has enabled utilization of open water bodies for fish production and livelihood generation. Department has set up a demonstration unit in the river Mandovi at Khandola . In the first phase of the project rearing of fish i.e. Pearl spot Etroplus suratensisis in the Mandovi River was cultured..

Open sea cage culture. 18. D epartment had installed 45 cages in open sea at Pollem , Canacona, Goa, under Rashtriya Krishi Vikas Yojana (RKVY) in the year 2016-17. The cages were stocked with seabass fish, Cobia and Pompano seeds. The Project was handed over to the Self help group..

Crab Culture. The Department has initiated Crab Culture as a pilot project at Estuarine Fish Farm, Ela , Old Goa in the year 2016-17..

Aquaponic system. 22. . In the year 2021-22 the Department of Fisheries has introduced this modern Technology and has set up Demonstration unit at Freshwater Fish seed Hatchery at Keri, Sattari. In this integrated system, Tilapia fish was cultured along with vegetables such as Capsicum, Tomatoes, Basil, Spinach,Coriander and Ridge Gourd..

Brackish Water Farm of the Department. 23.

The Department has a demonstration farm at Ela Dhauji , Old Goa. A short term training programme and a 6 months Fishermen training course to the Farmers, Entrepreneur and fisher youth is also conducted at this farm..

The Fresh Water Fish Seed Hatchery produces quality fish seed of Indian Major Carps and common carp..

Farmer will be eligible for the subsidy for renovation /construction of farm after every 5 years. Financial Assistance for purchase of Feed and Seed. 25% of the subsidy on the cost of seed and feed limited to Rs.50,000/- per ha. Limited to 2 ha. Furner will be eligible for subsidy on seed and feed once in every year. Financial Assistance for purchase of Farm Equipments. 50% of the cost limited to Rs.60,000/- per ha. for purchase of farm equipments. Farmer will be eligible for the subsidy for purchase of farm equipment after every 5 years. Financial Assistance to Mussel Culture and Oyster Farming in Goa Setting up of unit in estuarine waters: 50% subsidy limited to Rs. 25,000 per unit, maximum for 2 units. Each unit in the estuarine water will be of size 4 mtrs X 4 mtrs . Setting up of unit in open sea: 50% limited to Rs. 40,000 per unit, maximum for 2 units. Each unit in the Open sea will be of size 6 mtrs X 6 mtrs . Interest Subsidy on Loans for Agriculture and Allied Activities Loan upto Rs.5.00 lakhs and below is provided to the beneficiaries in fisheries sector..

Name of the Scheme Pattern of Assistance Financial Assistance for Purchase of Lifejackets and Lifebuoys for the Fishermen Financial Assistance to the tune of Rs. 50% would be Central Share and 25% would be State share of the cost of Lifejacket/ Lifebuoy shall be provided by the Government to the eligible fishermen, up to the cost of Rs.1,000/- per lifejacket and Rs. 1,500/- per lifebuoy. Goa Value Added Tax based subsidy on H. S. D. Oil consumed by Fishing Vessels Scheme, 2015. An amt. equivalent to the actual Value Added Tax paid shall be reimbursed to the owner of fishing vessel eligible under this Scheme as subsidy, on H.S.D. Oil consumed by fishing vessel used for the purpose of fishing on limited quota as decide by Govt. The total quota of H.S.D. Oil for the purpose of this Scheme shall be restricted to 20,000 K.L. per financial year for the entire fishing industry. Financial Assistance to take up Value Addition to Seafood The scheme will have two components: Financial assistance for construction /renovation of unit: Financial assistance will be provided as subsidy i.e. 50% subsidy of the cost of construction/ renovati on of unit limited to Rs.5.00 lakhs per unit. Financial assistance for purchase of equipments: Financial assistance will be provided as subsidy i.e. 50% subsidy of the cost limited to Rs.2.00 lakhs per unit will be provided as subsidy for purchase of the equipments.

insulated box. Name of the Scheme Pattern of Assistance Supply of Insulated Boxes Fishermen engaged in selling and marketing of fish will be eligible for 1 insulated box of 50 litres capacity. The fishermen engaged in fishing at sea with canoe shall be eligible for 1 insulated box of 100 lts . capacity and 1 insulated box of 220 litres capacity. The fishermen engaged in fishing at sea with mechanized fishing vessel upto 6 cylinder engine shall be eligible for 1 insulated box of 220 litres capacity and 1 insulated box of 400 lts . capacity. Construction of Fish Market The scheme provides the financial assistance by way of subsidy as below: 1. Panchayat/ Municipality having annual income upto Rs. 2.00 Lakh , grants to the tune of 100% of the estimated cost limited to Rs. 5.00 Lakh . 2. Panchayat/ Municipality having annual income above Rs. 2.00 Lakh , grants to the tune of 75% of the estimated cost limited to Rs. 5.00 Lakh . Group accident insurance scheme The scheme provides insurance cover for fisher towards accidental death. For the purpose of insurance, 'fishers' will also mean to include fishworkers , fish farmers and any other category of persons directly involved in fishing and fisheries related allied activities. The insurance cover shall be for a period of 12 months and the premium shall be paid annually. This Scheme shall be implemented as per pattern approved by the Government of India. The entire premium amount shall be shared between the Centre and State on 60:40 basis.

Financial Assistance for purchase of Barrier net and its accessories 50% subsidy limited to Rs. 30,000/- on a unit cost of Rs.60,000/- (excluding GST). 60% subsidy limited to Rs. 36,000/- on a unit cost of Rs. 60,000/- (excluding GST). Financial Assistance for purchase of Stake net and its accessories. 50% subsidy limited to Rs. 30,000/- on a unit cost of Rs.60,000/- (excluding GST) 60% subsidy limited to Rs. 36,000/- on a unit cost of Rs.60,000/-(excluding GST).

43. Pradhan Mantri Matsya Sampada Yojana.

The GOI approved the “Pradhan Mantri Matsya Sampada Yojana (PMMSY) – A scheme to bring about Blue Revolution through sustainable and responsible development of fisheries sector in India Implementation Period: 5 years ( 2020-21 - 2024-25 ) in all States/Union Territories.
