SITE EMERGENCY CONTROLLER. Administrative In-Charge for overall emergency action plan. Deciding when and where to convene meeting. Based on communication with Incident Controller ask EHS officer to declare emergency. Identifying and assigning specific responsibilities to individual members Site emergency response team. Coordinate with the Site emergency response team and make available the necessary emergency response equipment’s and ensure for Site emergency response team speedy combat. Site emergency response team from un-impacted site may be called upon to support the impacted site, Communicate with external agencies like “Disaster Prevention & Management Centre (Fire Brigade) & local authorities - GPCB, Factory Inspectorate office, Collector Office, and mutual aid network where relevant. Ask security officer to guide the external Emergency Response Team like fire brigade, ambulance for reaching at incident place. Take time to time feedback from incident commander and provide necessary support accordingly. Take head count feedback from assembly point in charge and communicate to incident commander about missing person. LIASON/COMMUNICATION OFFICER. Immediately contact to SMC at ECC for any special instruction & follow it. Ensure for deputation a person at Assembly points for head counting. Take Headcount from assembly area and communicate regarding missing persons /victim with Site Main Controller. Assist to SMC in communicating with neighboring industries and mutual aid network where relevant. Make necessary arrangement to transfer victim at nearest hospital. Inform to relatives of victim. Prepare Media Statement if required in coordination with corporate communication. Ensure for alternate transport arrangement in case of site evacuation. Depute one person on gate & keep main gate open. Depute Security guard to control traffic on the internal roads. Stop visitor’s entry. / Stop the movement of unauthorized persons. EHS OFFICER. Immediately contact to ECC for any special instruction & follow it. Depending upon the types of emergency provide appropriate PPEs to ERT members. Assist to ECC in communicating with external emergency response agencies (Disaster Prevention & Management Centre). Ask ETP operator and ensure that all the used fire water (Contaminated Water) is received at ETP for necessary treatment and disposal. Make sure that solid waste generated due to accident / incidence is disposed- off as per the solid waste handling and disposal procedure. After all clear signal, take the charge of the accident / incidence area and cordon the area. Prepare accident investigation report with the support of eyewitness & respective HOD as per procedure. FIRST-AIDER TEAM. On hearing emergency siren/ receiving information, report to SMC and give ERT Headcount. Take required (additional) PPEs from ECC as per information from EHS / SEC. Wear required PPE’s and report to the Incident Commander at incident location along with stature/ambulance. After arriving at the incident location, take special instruction from incident controller and follow it. Prepare the strategy for first aid to victim and take victim safely to OHC and inform to doctor about the injury and given first aid. Ask incident commander for any kind of additional support. ENGINEERING TEAM. Immediately contact to ECC for any special instruction & follow it. Depute one person at pump house. Ensure non-interrupted electric supply to hydrant pumps & used water transfer pump. If power fails, ensure that diesel pump should run properly. Ensure that firewater transfer pump is operating & stand by pump also to be maintained. Monitor the fire water level & check incoming water source. Disaster Management involves a continuous and integrated process of planning, organizing, coordinating and implementing measures. Measures are necessary for: Prevention of danger or threat. Mitigation of risk , severity or consequences. Prompt response during emergency. Assessing the severity or magnitude. Evacuation, rescue and treatment. Therefore such situations and risks should be visualized, assessed and planned to tackle successfully within the shortest time. Hence there is a need for consideration of safety aspects right through the design, siting, construction and operation stages. All the aspects anticipated from manmade and natural disasters are to be considered during the design of the plant. EMERGENCY ACTION PLAN. Maintenance of emergency preparedness, Records, Periodicity of conducting drills/exercises, Public awareness programs and Training of plant personnel and public authorities. The Regulatory Body shall formulate guidelines on counter measures to be taken at various intervention levels, along with derived intervention levels in the case of off-site emergencies. Action plans, based on these guidelines and other requirements in the off-site emergency plans, for nuclear and radiation facilities in general, are described in detail in the Safety Guidelines for preparation of emergency.
MUTUAL AID SCHEME. There is a mutual aid scheme in off Site Industrial Emergency Control room situated in materials building of Reliance Industries of which HWP, Baroda is a member. This is headed by Collector and District Magistrate, Vadodara and is manned round the clock. A wireless base station located in Fire Station of HWP, Baroda connects to Off-site industrial emergency control room (OIECR). Hot line telephone facility from HWP.
EMERGENCY CONTROL CENTER. An emergency control center is established for use during the emergency. Its location is at security office, all necessary communication gadgets including STD telephones, wireless, telephone, and communication lists and formats and other appliances as listed. Direction of emergency activities should be transferred from the plant control room to emergency control center/alternate Emergency Control Center as soon as possible to enable plant operators to perform system and field operations without disturbance..
ASSEMBLY POINT & ESCAPE ROUTES. Multipurpose hall near security gate is declared as assembly point during emergency in the plant. All persons will assemble in the multipurpose hall if they are asked to do so. All person will remain present at their work place, in case of site emergency is in local zone only and not effecting health of plant employees. In case of evacuation is forced from the plant due to emergent situation, an announcement will be made through PA system to all employees to assemble in the assembly hall. All persons (except emergency staff) will assemble section wise in multipurpose hall. The senior most person of each section will make head count and report to Site Emergency Director. The plant persons may be shifted to safe place by available means, if requires. All plant persons will walk through different roads / emergency exits marked in the plant to assemble in multipurpose hall in case of emergency.
