
QUEZON DRUG-FREE WORKPLACE REHABILITATION PROGRAM GUIDELINES.
Purpose and Objectives. These guidelines provide a systematic and humane approach to managing substance use issues among employees of the Provincial Government of Quezon. The objectives are: Ensure a drug-free government workplace while upholding employee dignity and rights. Identify employees at risk or affected by substance use through mandatory drug testing and screening. Provide appropriate interventions, treatment, and rehabilitation through a Community-Based Drug Rehabilitation Program (CBDRP). Support reintegration through structured aftercare and relapse prevention programs..
This program is aligned with the following laws and policies: Republic Act No. 9165 – Comprehensive Dangerous Drugs Act of 2002 Civil Service Commission (CSC) Memorandum Circular No. 13, s. 2010 – Drug-Free Workplace Guidelines Dangerous Drugs Board Regulation No. 13, s. 2018 – Drug-Free Workplace in Government Offices Republic Act No. 7160 – Local Government Code Department of the Interior and Local Government MC No. 2018-125 – Community-Based Drug Rehabilitation Program Guidelines Department of Health AO No. 2017-0018 – Community-Based Treatment and Support Services.

Program Process Flow. Detection and Referral Random drug testing of all personnel shall be conducted by the OPHRMO, in coordination with PDEA. The OPHRMO shall formally notify any personnel who tested positive during the random drug testing to undergo a confirmatory drug test. Identified personnel shall undergo confirmatory drug testing at the Quezon Provincial Hospital Network-Quezon Medical Center (QPHN-QMC) or any DOH-accredited drug testing facility. Upon receipt of results, the OPHRMO shall endorse personnel identified as positive in the confirmatory test to the Office of the Provincial Administrator. The Office of the Provincial Administrator shall formally refer personnel with positive results to the PHO for further assessment and intervention..
Program Process Flow. Screening and Assessment Based on the results of the WHO ASSIST tool, the PHO personnel shall determine the risk level of each PWUD and recommend appropriate intervention. The risk classification and corresponding interventions are as follows: ● Moderate Risk: PWUDs assessed as moderate risk shall be enrolled in the Community-Based Drug Rehabilitation Program (CBDRP). ● High Risk: PWUDs determined as high risk shall be referred to an outpatient or inpatient treatment and rehabilitation facility. If the PWUD presents with psychiatric or medical comorbidities, these conditions shall be addressed concurrently in collaboration with mental health and medical professionals. Trained personnel from PHO shall conduct the screening of identified Persons Who Use Drugs (PWUDs) using the World Health Organization (WHO) Alcohol, Smoking, and Substance Involvement Screening Test (ASSIST) tool. ● Low Risk: PWUDs classified as low risk shall undergo brief intervention and counselling sessions..
Program Process Flow. Enrollment and Consent PWUDs shall be required to sign a consent form and a pledge of commitment indicating their voluntary participation and willingness to comply prior to enrolment in the intervention program. The PHO shall conduct an orientation covering the CBDRP program structure and objectives, legal basis, issues on confidentiality, participants’ rights, and responsibilities, and consequences of non-compliance..
Community-Based Drug Rehabilitation Program (CBDRP) The CBDRP shall be implemented over a period of six (6) months, conducted twice a month, with a total of twelve (12) sessions. This structured intervention aims to support PWUDs in their recovery and reintegration. The interventions shall include:.
B. Monitoring 1. During the program period, PWUDs shall undergo a minimum of three (3) unannounced random drug tests to ensure compliance and measure progress. All drug testing shall be conducted in accordance with DOH-accredited procedures and confidentiality guidelines. 2. The designated focal person (e.g, trained PHO personnel) shall prepare and submit monthly case progress reports, including attendance, participation in interventions, drug test results, and any recommendations for further support and referral to the Drug-Free Workplace Committee..
1. The aftercare program shall be implemented for a duration of six (6) months following the successful completion of the intervention program. Sessions shall be conducted once a month within this period. 2. The aftercare program shall consist of a comprehensive set of activities aimed at supporting sustained recovery and preventing relapse. These activities include, but are not limited to: Home visits and follow-ups Support groups and Buddy system Relapse Prevention Modules Medical Check ups Job placement and Vocational Training Wellness and Faith-based Sessions 3. The aftercare program shall be coordinated by the PHO in collaboration with the OPHRMO, Drug-Free Workplace Committee, and other partners in the community..
Criteria for Graduation. 1. PWUDs shall be considered for completion and graduation from the CBDRP upon compliance to the following criteria: ● Attendance and completion of all twelve (12) sessions, interventions, and activities in the intervention and aftercare programs. ● Negative results in at least three (3) unannounced random drug tests. ● Demonstration of sustained positive behavioral change, as assessed through progress reports, evaluations, and feedback from family members and community support groups. 2. Upon fulfilment of all criteria, the PHO and OPHRMO shall formally endorse the PWUD for reintegration into the workplace and community..
B. Graduation Events. The OPHRMO or the Office of the Provincial Administrator shall schedule the graduation ceremony and formal notices shall be sent to eligible participants for graduation, program stakeholders, and partner agencies. A selection committee composed of representatives from the OPHRMO, PHO, and the Drug-Free Workplace Committee shall evaluate graduating participants for special recognitions such as “Best in Recovery” or other awards to encourage motivation and recognize outstanding progress. The graduation ceremony shall serve as formal recognition of the participants’ successful completion of the intervention and aftercare programs. It shall aim to acknowledge progress and recovery, promote reintegration, and reduce stigma by showing positive outcomes..
