TESDA Function as an Agency for Manpower Development

The Technical Educational and  Skills Development Authority (TESDA) was  created through republic act 7796 Focuses on meeting the demand for quality middle-level manpower.  TESDA – designed by the International Labor Organization's Asia and  Pacific Skills Development Program as a focal body for the development of curricula and  training materials in the region.  It is pioneer institution in the training of women on traditionally male oriented  jobs.  This is the latest trend in career choice in which there is  no more "sex stereotyping" of occupations.

What must be considered for admissions are: Mental capacity Aptitude Occupational Interest and  other requirements comparable to the male applicants. Guidance for carer development is  also a concern for special groups such as: PWD Social Deviates Ethnic Minorities Out of School Youth (OSY) Domestic Helpers Retirees/pensioners Wives/Husbands of Overseas Workers.

What is the placement service?  Placement is the satisfactory adjustment of the individual to the next situation whether in the School or  on the job. Ryan and Zeran Educational placement is  done by helping all pupils make  adjustment to the next grade level in the elementary school or  to the next year level in the secondary school. Placement is not confined  within the four walls of the classroom. It is likewise  extended  to participation in co-curricular activities and  community activities which provide  further development experiences to serve  the needs, interests and capabilities of the learners.

Educational Placement in College is  also a school responsibility. The choice of a school for tertiary education depends  to a large measure on the parents income among others Job Placement for college graduates is  usually done through linkages with schools and  industries.  Most graduates find jobs through their own resourcefulness,  like the "walk in" applicants. What is follow-up service? The follow-up service is concerned with what happens  to pupils or students while in school or  after they have left school. What are the objectives of the follow-up service? Determine and holding power of the school; Discover grade or year levels at which most drop outs occur; Find out why pupils/students leave  school before graduation;

4) Seek information which will help  provide clues for identifying potential drop-outs; 5) Determine the mobility of former pupils; 6) Determine the percentage of the pupils who enter  high school; students who enter  college and what colleges 7) Evaluate the effectiveness of the placement program of the school they come from; 8) Obtain the opinion of former pupils/ students concerning the efficacy of the guidance programs; 9) Obtain opinions concerning  needed modifications of the curriculum in the light of the experiences of former pupils/ students; and 10) Identify former pupils/ students who need further counseling to aid  them in making more adequate personal,  educational or occupational adjustment.

The Counselling Service  is  one of the basic services of the guidance program. Its major goal is to help each individual become  the person he is capable of becoming.  The Administration and Organization of Counselling services in the guidance program  must take into consideration the following aspects: Development of the Counselling Service Component of Counselling Service Relationship into the Counselling Service and Evaluation of the Counselling Service

HOW MUST THE COUNSELLING SERVICE BE  DEVELOP? 

According to Walz and Miller,  the entire guidance program must  be geared  the school setting in which it is to function. No to school are alike No two sets of guidance services should be alike No to counselling programs should be identical  Each one must be based on a study of the real life environment;  Consideration of  the philosophies of the school and  guidance; Definition of the goals and  objectives; analysis of the information About the cultures;  social organizations, on learner population;  and feedback from evaluation.

HASFORD AND RYAN PRESENTED 10 FUNCTIONS MUST BE IMPLEMENTED  TO ACHIEVE AN EFFECTIVE,  EFFICIENT COUNSELLING PROGRAM. 

Study the real life environment  Define the problem situation Design a counselling model Simulate to test the program prototype Pilot test the model introduce the system Operate the system Evaluate the system Eliminate the system  

This means that a counselling system cannot function  effectively apart from the real life environment of which it is apart.

A study of real-life environment should reveal  the dynamic conditions which combine  to make up the real-life environment to include  the social, cultural, economic, and political function. It is essential that the value structure be considered. In defining the problem situation the purpose is  to identify the needs which are to be met. Identifying the parameters of the program leads  to the statement of the mission goal and  determination of constraints and  resources, and should involve  activation of a task force with development of the counselling program. The counselling goals, for the system design requires  role analysis and role description as bases for defining  the counselling behaviour which are  expected to be implemented in the program.

For the purpose of accountability the administrator evaluates  the counselor based on a task analysis,  translation of the task analysis data into performance goals,  and measurement to see  the extent to which these goals have been achieved. The propose of simulation to test  the program prototype is  to detect bugs in the system which might be  eliminated before program is operated.  For the full scale implementation of the program designed , a pilot test of the model is made. This involves a limited numbers of counsellor,  teacher, pupils/ students,  parents and school administrators. The school principal and guidance director make  the decision as to the introduce  of the system as an administrative function. A continuous evaluation must be  carried out to determine  the effectiveness of the system. According to  Ryan and Zeran,  a constant checking operation must be made.  There is always the possibility that some point in time he system will be  so completely incompatible with the environment,  that the whole system will be eliminated.
