Chapter 7. Bureau of Jail Management and Penology (BJMP).
Introduction. The Bureau of Jail Management and Penology (BJMP) plays a vital role in the Philippine criminal justice system. It is responsible for the safekeeping and development of inmates, particularly those who are awaiting trial or serving short-term sentences. The bureau ensures that jail facilities are properly managed while also promoting rehabilitation among detainees..
Functions and Responsibilities The BJMP is tasked with: -Supervising and controlling city, district, and municipal jails-Safekeeping detainees and inmates -Implementing rehabilitative programs for inmates -Maintaining peace, order, and security within jail facilities -Ensuring the humane treatment of prisoners.
Jail System and Coverage The BJMP manages a large number of jail facilities across the country. Out of 1,132 total jails, only 417 are fully managed by the BJMP. These include: -2 female dormitories -2 youth centers -152 district jails -84 city jails -177 municipal jails.
The Bureau has four major areas of rehabilitation: all aimed at eliminating the offenders’ pattern of criminal behavior, and reforming them into becoming law-abiding and productive citizens after serving their prison term. These programs are: 1.Livelihood Projects; 2.Educational and Vocational Training; 3.Recreation and Sports; and, 4.Religious/Spiritual Activities.
* Began with about 500 staff members * Eventually became a full bureau under the Department of the Interior and Local Government (DILG) *Now responsible for management, administration, and implementation of jail/penology laws nationwide.
