Responsibility of 2/E -2/E is main assistant of the C/E ,Sir . - Responsibility of 2/E is for the complementing of the requirement of the safety management system under the leadership of the C/E and organize the Engine crews for the operation , maintenance and repair of all machinery & electrical equipments onboard ship, Sir . I- 2/E is responsible for the Safety of the E/R and safety of the ship - 2/E have to care personal safety of the engine crews and also must be provide proper PPE to engine crews - 2/E have to operate and maintain Life Saving Appliances & Fire Fighting Appliances - 2/E have responsibility for the emergency equipment and emergency machinery II- 2/E is responsible for Pollution prevention - 2/E is the person incharge of the pollution prevention equipment onboard like O.WS , Sewage treatment plant ,incinerator, etc. - 2/E is responsible for all oil transfer operations during bunkering and onboar transferring - 2/E is responsible for the implementation of SOPEP and SOPEP equipments - 2/E have to control the bilge water , sludge and garbage as per MARPOL regulations III- 2/E is responsible for Engine room management - 2/E is in charge of the maining of the E/R crews and, have to distribute and assign duties & jobs to the all E/R crews - 2/E is also in charge of the E/R house keeping - 2/E is responsible for storing all the stores and spares properly - 2/E is responsible for managing for the work & rest hours as per MLC 2.

[Audio] As A 2/E IV - 2/E is responsible for Operation and Maintenance of Machinery - 2/E have to maintain all E/R Machineries and Deck machineries - 2/E have to make sure all machineries and safety systems are working safely and efficiently - 2/E have to implement Plan Maintenance Schedule jobs - 2/E have to carry out immediate action for the Breakdown Maintenance V- 2/E is responsible for Maintaining and Updating of Documentations - 2/E have to do up to date of all record book such as ORB, Log book ,Daily work done record book ,etc . - 2/E have to do up to date and report daily, weekly, monthly ,quarterly check lists and reports to head office - 2/E have to do up to date Store , Spare , L.O and Chemical inventories properly - 2/E have to check Plan Maintenance Schedule and PMS Jobs have been done , are to be record in the PMS program or record - 2/E have to carry out proper permit to works for all working and have to keep these permits properly VI-2/E is responsible to train and evaluate E/R crews - 2/E is responsible for familiarization of the crew members with safety features of the ship such as emergency escape, life boat, sopep etc. - 2/E have to train the engine crews for operataion of pollution prevention machineries like OWS, sewage plant etc. - 2/E is responsible to train the crew members for various emergency situations like flooding, fire, pirates attack and abandon ship etc. - 3.

[Audio] As A 2/E 2. 2/E Hand Over 1. I will carry out Proper hand over to the incoming 2/E 2. Firstly , I will prepare Hand over check list 3. PMS jobs are to be carried out and have to finish until estimate sign off date 4. When incoming 2/E is onboard , I will report to Master & C/E ,and then I will give hand over check list to him 5. After that , we will petrol E/R , S/G room , Air-con room and refer machinery room and I will explain condition and operation of each machinery to him 6. I will show locations of Store , Spare and Special tool to the incoming 2/E 7. I will demonstrate Operation and testing of MARPOL and Emergency equipments to the incoming 2/E . 8. After petroling the E/R , we will go to E.C.R and I will handover documents to incoming 2/E 9. Firstly I will handover ORB , daily maintenance record book , R/H record book , LSA & FFA maintenance record book ,incinerator record book , etc . 10. And then I will handover daily check list , weekly check list , monthly check list , quarterly check list , etc . 11. I will give up to date inventory lists of Store , Spare , L.O and Chemical . 12. I will handover him about PMS jobs and condition of PMS . 13. I will handover him about Muster list & assign duties of each emergency situation , location of muster station , location of quick closing valve operation place & location of deck and E/R emergency stop 14. If there were some major damage , I will handover him about the repair and present condition of that machinery 15. If there were some N/C , I will handover him about the corrective actions I hand done and other corrective actions have to be carry on. 16. After handover is completed , I will sign in hand over check list . 4.

[Audio] As A 2/E 3. 2/E Take over 1. When I arrive onboard , firstly, I will report to Master and C/E . 2. I will read crew familiarization check list for LSA & FFA and I will sign in the check list . 3. When I receive handover check list from previous 2/E , I will read handover check list carefully. 4. After that , I will petrol E/R , S/G room , air-room , refer machinery room with former 2/E . While pertroling in these rooms , I will ask former 2/E for the locations of stores , spares and special tools . I will also ask former 2/E for operation & testing of each MARPOL & emergency equipments and condition of each machinery. 5. We will go to E.C.R after pertroling these rooms . 6. I will ask former 2/E about PMS jobs & condition of PMS . 7. I will check inventory lists of Store , Spare , L.O & Chemical . 8. I will ask former 2/E whether there is Any major damage , Any major NC and Any PSC deficiency . If there is any , I will ask him how is repair condition and what corrective action is taken . 9. I will aslo ask former 2/E whether there is any survey left . 10. I will ask former 2/E what report should be send to the office Daily, Weekly , Monthly 11. I will ask former 2/E for the comsumption of F.O , D.O and L.O . 12. I will also the condition of bilge water ,sludge and garbage control . 13. I will also ask former 2/E where there is urgent requisition for Any spare and store . 14. I will sing in handover check list after handover is completed . 15. I will keep that check list in handover check list the File 5.

[Audio] As A 2/E 4. As a 2/E ,How will you prepare in heavy weather ? 1. When navigation officer inform to duty engineer for the heavy weather preparation , firstly I will follow the company's heavy weather chek list . 2. I will start stand by G/E and keep two G/E in parallel operation. 3. I will check to ensure Emergency G/E in auto mode . 4. I will change over M/E control form wheel house to E.C.R 5. I will keep M/E fuel load , turbo charger rpm , M/E rpm in proper range . I will change over M/E governor from normal mode to high gain mode ( electronic governor ) 6. I will change over from UMS control to 24 hour watch keeping duty . 7. I will check to ensure all necessary pump are in S/B mode for automatic starting in case of running pump failure . 8. I will instruct to Engineer and crew to latch and secure movable things in E/R . 9. I will instruct to watchkeepers to pertrol E/R oftenly ( every 30 min ) and check all parameters of each machinery 10. I will instruct to watchkeepers to check closely for the purifiers , differential pressure of F.O & L.O filter and clean strainer frequently if necessary. 11. I will instruct to 4/E to operate purifier in series if necessary. 12. I will instruct to watchkeepers to check level of M/E L.O sump tank and M/E sump tank level should be kept at least 60 % of tank capacity . 13. I will instruct to watchkeeper to drain out water and sludge frequently from the F.O settling and service tank. 14. I will instruct to watchkeeper to call imdiately if they have something doubt or abnormal 15. I will record heavy weather commence time in Engineer's log book . 16. I will instruct to watchkeeper to petrol S/G room and check hyd oil tank level , condition of steering motor ( Ampere ) . 17. I will keep check list in heavy weather check list file. 6.

[Audio] As A 2/E 5. As a 2/E ,How will you prepare in cold weather ? 1. Firstly, I will follow the company's cold weather check list . 2. I will instruct to 3/E to keep boiler in optimum operation condition and check cascade tank temperature . Cascade tank temperature should not be lower at least 60° C. 3. I will closely check M/E jacket temperature and then I will circulate M/E cooling S.W system to keep M/E jacket temperature in proper range. 4. I will check steam injection arrangement for the Hi & Low sea chest to use as emergency incase of icy sea condition . 5. I will instruct to 4/E to ensure F.O double bottom tanks are in proper heating temperature . 6. I will carry out test run for S/G stand by pump and other stand by pumps for waring up . 7. I will check accommodation air temperature , I will supply air cond heating arrangement and humidifier to get proper accommodation temperature . 8. I will keep calorifier in good condition and hot water in proper temperature. 9. I will filled Anti-freeze water to Emergency G/E , Emergency fire pump's engine and life boat's engine . 10. Piping on deck such as F.W , Steam , fire line , are drained out to be clear . 11. Deck machinery are run 2~3 Hr ahead for warming before operation is started . 12. I will keep Bridge window wiper and heating arrange in good condition . 13. I will carry out test run for the Emergency G/E , Emergency fire pump and life boat engine before berthing , as a PSC preparation . 14. I will keep check list in cold weather check list file. 7.

[Audio] As A 2/E 6. As a 2/E ,How will you prepare for dry docking ? 1. I will carry out dry docking preparation depending on PMS , Defect list and Survey items 2. I will send repair list to Head Office and take approval from the Head Office through the Master and C/E . 3. I will collect necessary plans, drawings , instruction manuals , service record of previous docking and special tools . 4. I will request needful stores and spares to get in time before docking . 5. Items to be repair in the docking are labeled and marked with tag or colour code 6. I will take measurement M/E crankshaft deflection before docking and I will record it . 7. I will clean tank-top and bilge well by using fire hose and I will keep bilge tank , sludge tank and fuel oil storage tanks as less as possible. 8. I will check and test Emergency G/E , Emergency air compressor , Emergency fire pump and Emergency lights before docking . 9. I will check international shore connection for firefighting , 10. I will chek and prepare cooling water connection for provision and air-con . 11. I will instruct to Electrician to check and prepare Shore power supply connection box to be ready. 12. I will explain to all E/R crews the procedure of entering dry dock . 13. Docking tasks and duties will be assigned to the E/R crews . 14. Jobs list to be done by ship staffs and shipyard are separated and grouped . I will definitely explain these to crews. 15. I will fill up fuel oil tanks and air bottle to maximum capacity . 16. I will instruct 3/E to shut down boiler properly . 17. O.W.S & sewage treatment plant must be shut down and overboard valves must be shut & locked. 18. Fuel oil tanks , sludge tanks, bilge tank and cofferdam must be sounded and these must be recorded . 19. I will explain to all E/R crews about shipyard fire and safety instructions . 20. I will issue instructions for Safety , Fire precaution and Pollution prevention 8.

[Audio] As A 2/E 7. As a 2/E ,How will you prepare for bunkering ? 1. I will assist to C/E for making bunker plan . 2. I will make empty F.O drain tank and F.O over flow tank 3. I will change over F.O transfer pump to manual mode and the breaker must be off and locked . 4. I will discus with C/O for the ship trim before and after bunkering 5. Deck scuppers are must fully closed with scupper plugs . 6. I will instruct to 3/E to check and prepare Bunker sampling flange , sampling cubitainer and sample bottles . 7. I will instrut to crews Fire fighting equipment to be ready . 8. I will carry out meeting for bunkering . 9. During bunker meeting , I will explain to all crews about - Bunker plan - Their assign duties for bunkering - Bunker starting and topping off procedure - Main and back up communication radio channels - Emergency stop signals ( hand cross & shouting " STOP " ) - SOPEP plan and their assign duties for oil spill 10. I will instruct to 3/E to sound all F.O tanks onboard ship and on the barge with supplier and record sounding carefully . 11. I will check and test walkies talkies . 12. I will check to ensure bunker piping are lined up correctly to the bunkering tank . 13. After that , I will repot to C/E " it is ready to start Bunkering ." 9.

[Audio] As A 2/E 8. As a 2/E ,How will you prepare for load line survery ? 1. I will prepare for the watertightness and weathertightness of the E/R Casing and their openings as a priority . 2. I will check and secure watertightness of the Sky light door and remote closing of it . 3. I will check and secure the watertighness of Funnel door and Fire damper . 4. I will check and secure the flap lever of the E/R Vent fans . 5. I will check and secure vent pipes on deck & Non-return arrangement of it and flame arrester of the fuel oil tanks . 6. I will check and secure watertightness of all overboard non-return vavles , High & Low sea-check vavles . 7. I will check and secure D.B tanks and cofferdam in E/R, these tanks must not leakage , their self closing arrangements for sounding pipe are must be good , their manhole door must be close by fully tight . 8. I will check Stern tube condition, stern tube must not leak and must be good condition . 9. I will check water tight door for duct keel and Lighting , ventilation and bilge level alarm in there must be good . 10. I will check side scuttle and their deadlight to be watertightness. ( For deck part ) 11. I will check and secure watertight door and their closing arrangement form remote and local position 12. I will check and secure watertightness of hatch cover . Hatch cover must be free from rush and wastage , Cleat at hatch side and Wedge between hatch cover joints , Hatch cover joint packing must be good . 13. I will carry out hatch cover water hose test by applying a powerful jet of water not less than 2 bar , from 20~30 mm diameter hose ,fitted with 12 mm diameter nozzle , hold at a distance of 1~1.5 meter from hatch joint , moving along the joint at a speed of 1m/2s . 14. For the safety of the crews ,Bulwark and handrail must be good good and no wastage . 15. I will check scupper and their discharge pipe must be free from rush and no wastage . 16. I will check valve bellow freebord deck and their extended spindle must be ease to open and close . 10.

[Audio] As A 2/E 9. As a 2/E , How will you manage E/R ? 1. I will carry out apporiate management of crew , jobs , garbage , bilge , store and spare under the leadership of C/E . 2. I will assign watchkeeping duty of oiler and carry out rotation of their watchkeeping properly ( about evert 2 month ) 3. I will carry out proper job distribution to the crews . I will carry out meeting for any job before working . I will explain to crews what are the risks for job and How to do the job safely . I will carry out necessary work permit and issue work permit before working . 4. I will educate crews about regulation for the disposal of garbage , placard and Garbage Management Plan (GMP ). I will arrange garbage drams with colour code to keep segregated garbage . 5. I will instruct to engineers and crews to minimize leakage of water to control bilge water properly. I will instruct to crew " Do not pump bilge water overboard without C/E's order and without using O.W.S " . I will shut and lock bilge overboard valve always , and bilge overboard v/v key will be kept in C/E's cabin . 6. I will accept store properly and I will instruct to Filter and oilers to keep store items properly in store room . I will up to date store inventory list monthly. I will also instruct to crew to minus store items what they used in the inventory list paper . 7. I will accept spare parts properly after checking their specification carefully . I will instruct to 3/E and 4/E to keep their machinery spare parts in appropriate box and corresponding spare part room . 8. For the housing keeping of the E/R , I will assign clearing area to the oilers and I will often check cleanliness of E/R . 11.

[Audio] As A 2/E 10. As a 2/E , How will you manage and organize engine crews for garbage control ? 1. I will instruct to all E/R crews to follow garbage disposal regulation regarding MARPOL Annex V . 2. I will educate crews about Placard , Garbage Management Plan , and how to use garbage equipments onboards . 3. I will instruct crews to minimize garbage production , and collect & keep garbage in correct way as par placard . 4. I will make garbage drum with colour code to store segregated garbage . 5. I will instruct crews not to dispose any type of garbage overboard without C/E's approval . 6. I will instruct to engineers to incinerate Oily rag & paper and keep the ash onboard properly . ( Approved type incinerator can burn plastic ) . I will dispose the ash to shore reception facility . 7. I will request to dispose garbage to shore reception facility if possible . 8. I will carefully maintain garbage equipments to be in good order . 9. The placard , GMP and procedure for the usage of garbage equipments are to be posted in appropriate places . 12.

[Audio] As A 2/E 11. As a 2/E , How will you prepare before Working / Survey ? 1. I will check and prepare spare parts , special tools ,measuring tool and lifting tools . 2. I will read instruction manual for working procedure and I will also instruct to other engineer to read instruction manual for working procedure . 3. I will collect previous data/Survey record , PMS record and necessary drawing . 4. I will check whether weather condition is good to work and time is enough to finish working or not . 5. I will discus with C/E about the Working or Survey . 6. I will carry out meeting to explain crews about working procedure , risks and how to work safely . 7. I will prepare risk assessment document. 8. I will prepare appropriate permit to work and issue permit to work before working. ( for surveying ) 9. I will instruct crews to Clean thoroughly around working area . 10. I will dismantle Survey item as par maker instruction and secure moving parts . 11. Then , parts are to be cleaned and necessary measurement is taken & I record it in the form . 12. I will submit it to the Surveyor through C/E ( in front of surveyor ) / I will take photo and video record to show Surveyor when he is coming onboard . 13.

[Audio] As A 2/E 12. As a 2/E , How will you prepare for PSC inspection ? 1. I will check and up to date chronologically ORB , Engineer's log book , bilge and sludge tanks daily sounding record rand Sewage treatment operation record 2. I will attach IOPP copy, sludge disposal record and IMO guidance for recording to the oil record book . 3. I will check and prepare Life Boat . Detail - I will check cabin light , compass light , search light and position light for the L/B and pressure of the air bottle . I will test Engine Ahead / Astern operation and L/B Emergency steering operation . I will instruct Electrician to charge L/B battery fully. 4. I will check and prepare Emergency Equipments such as emergency lights, emergency battery, emergency fire p/p , emergency generator ,emergency air compressor , emergency steering and emergency escape route . - Emergency lights – inside and outside of the accommodation, in E/R & Stering gear room, at the L/B & L/R embarkation place - Emergency battery condition - electrolyte level & S.G , terminal condition for tightness , safety equipments (eye wash , rubber glove , google /face shield , apron and gas mask ) , Warning Sign for Electric shock to be posted - Emergency fire pump – I will maintain properly Engine and priming unit of the emergency fire p/p . I will carry out test run of it with two fire hoses, pressure must be enough . - Emergency generator – I will maintain properly Engine of the emergency generator , I will check primary starting ( mostly battery ) and other secondary starting , fuel oil tanks level and quick closing for it . I will carry out test run of it . - Emergency air compressor – I will maintain properly Emergency air compressor and carry out test run of it - Emergency steering gear – I will check Alarms ( No voltage ,phase fail, overload , oil tank low levels and hydraulic lock alarm ) . I will carry out Emergency steering operation test . - Emergency Escape route – I will check lightings, way to be clear any obstruction , Hoisting arrangement and safety harness 14.

[Audio] As A 2/E 5. I will check and maintain properly Fire extinguishers, fire alarms, fire doors and fixed firefighting system in E/R. 6. I will check and prepare MARPOL equipments such as O.W.S, Incinerator, Sewage treatment plant and Ballast water treatment system . - OWS – I will maintain bilge pump properly and renew coalesce filter of the OWS periodically. I will keep at leat one spare of these filter. I will check and test 15 ppm alarm, three way solenoid valve and other solenoid valves ( 1st & 2nd stages ) . Operation procedure, piping diagram, USCG warning are to be posted. Bilge overboard v/v to be shut, locked and sealed. Key is kept in C/E's cabin. - Incinerator – I will check incinerator alarms and carry out operation test. operation procedure, piping diagram , Warning notice are to be posted . - Sewage treatment plant – I will maintain sewage treatment plant properly. I will dosage chemical properly, UV lamp are renewed periodically . I will test Sewage treatment high level alarm. Operation and alarm test are to be recorded. - BWTS – I will proper maintain BWTS. Operations are recorded properly and prepare these records ready to show PSC officer. 7. Muster list , contingency plans for emergency situations , emergency operation procedure of the machineries are posted in appropriate places. 8. I will check and test M/E safety devices and I will instruct other engineers to check and test safety alarms for their responsible machinery. 9. I will carry out garbage management as per regulations . 10. For the housekeeping of the Engine Room ,I will instruct to crews to clean well their cleaning area in E/R 11. I will instruct to engineers , their machinery are to be in good performance ,not to be any leakage and keep clean well. 12. I will check insulation resistance of the power distribution boards. (440V,220V, 24V & Emergency ) . Insulation resistance should be at least 1 MΩ . 13. I will check safety devices of Deck machinery. Deck Hydraulic system should not have any leakage . 15.

[Audio] As A 2/E 13. As a 2/E , How will you prepare for MLC Inspection ? 1. I will prepare Engine crews' work and rest hour records. 2. Engine crews' watchkeeping schedule is posted in E.C.R. 3. Muster list and Engineer's responsibilities declaration are posted in E.C.R. 4. I will instruct to Engine crews to check and confirm their original SEA (seafarer employment agreement). It must be in their personal files. 5. Crews' familiarization training is to be carried out and record must be kept in their personal files. 6. Risk assessment, Maintenance record, Training record are prepared to be readily available. 7. I will support enough PPE and I will instruct to crews to wear appropriate PPE . 8. I will check and prepare F.W.G and F.W sterilization Unit for MLC inspection. 9. I will check S.W hydrophone unit, F.W hydrophone unit and Drinking water hydrophone unit. 10. I will check Cooling, Heating condition of Air-condition and I will also check humidifier of it. 11. I will also check condition of refer plant. I will keep cool rooms' temperature in proper range and Emergency call system should be in good order. 12. I will check lightings in E/R, Accommodation and Crews' cabin. It should be well illuminated. 13. I will order to keep clean toilets and I will prepare Sanitary system in good order. Sanitary inspection records are prepared to be readily available. 16.

[Audio] As A 2/E 14. As a 2/E , How will you carry out E/R crane maintenance ? 1. I will carry out E/R crane ( lifting tool ) maintenance according to company's check list. 2. At first , I will inspect visually E/R crane . 3. I will check wire condition for wear, breakage , twist , deformation and damage wire loop end . I will also carry out greasing of wire rope. 4. I will check pully, hook and hook safety latch. 5. I will check electromagnetic brake ( with failsafe arrangement ) and limit switches . 6. I will check and test overload trip . 7. I will carry out load test and mark SWL on the crane clearly and Date of tested . 8. I will overhaul motor as per PMS . 9. I will record and keep check list in appropriate file . I will instruct to O.E.W and crews to take care of every operation and to report immediately C.E and me if they have any doubt or any abnormal. 3. I will check all machinery parameter. Parameter should be as per maker instruction. 4. I will take M/E performance and check condition of performance and SFOC & SCOC ( cyl oil ) of M/E. 5. I will carry out Emergency maneuvering operation test of M/E . 6. I will check Vibration of M/E and tightness of holding down bolts and tie bolts of M/E . 7. I will carry out test run of the Emergency fire pump , emergency G/E , life boat engines and operation test emergency steering . 8. I will check spare sparts & special tools of M/E and spare parts of the Deck machinery. I will also instruct to O.E.W to check special tools and spare parts of their machineries. 9. I will carry out test run of Fire & G.S pump and Fire & bilge ballast pump. 10. I will carry out operation test of O.W.S and Incinerator . I will also check performance of Sewage treatment. 11. I will carry out safety alarm test of all machineries. 12. Other level control system, level indication and alarm systems are to be checked and tested. 13. I will check any leakage of overboard valves in E/R and stern tube. 14. I will clean strainer and filter frequently . 15. I will check watertightness of sky light door, funnel door and duck keel watertight door . 16. I will carry out operation test of Quick closing valves , operation test of deck and Egine room emergency stop for the fire and operation test of Emergency stop for pollution. 17. I will report to head office through the C/E if I found some abnormal. 18.
