Alternative Learning System is an active partner of the formal education in delivering learning services to the marginalized sectors of the society. It gives opportunity for elementary and high school dropouts to acquire certificate/diploma equivalent to formal education completers. The Alternative Learning System of the Division of Cagayan seeks to improve the implementation of the curriculum in all the districts to increase participation rate, completion rate and passing rate in the Presentation Portfolio Assessment (PPA). This quarter is the most awaited time for every implementer. This is the organization of classes and sessions in the different barangays, preparation of the portfolio of the potential learners, conduct pre-functional literacy test and conduct of different school and community programs and activities..

To realize these goals, the division had reached out all barangays through the implementers with the different advocacy activities. The ALS Focal Person and all the Education Program Specialist in ALS went for monitoring to assess how far the program was implemented and provided technical assistance to some implementers. With all these challenges, all implementers had discharged well their roles and functions to achieve best results. All stakeholders were tapped too for the conduct of the different activities and programs of ALS in their respective areas. ALS Cagayan aimed the success of all programs and projects served in this division. It is an instrument to uphold learner’s aspirations for further learning and meaningful participation in the community and society and to empower the learners through more responsive quality ALS programs..

II. UNIQUE PROGRAMS/ACTIVITIES. Building Emotional Resilience for ALS Teachers in Cagayan was conducted on August 9, 2024 at Sta. Ana, Cagayan which was attended by regular ALS Teachers, ALS SHS Teachers and Stakeholders. The training was conducted by ABS-CBN Foundation Programa Genio (PG) in its commitment to help with a HEART – Health, Education, Access and Equity to quality education, reaffirming hopes and dreams of tomorrow, training stakeholders in nation building. The training aims to Community Rebuilding through KASK (Knowledge, Attitude, Skills, Habits) geared toward more holistic development of learners by having teachers who are ready not only physically but more so emotionally and mentally..

I called the attention of my learners especially to those who had a job to undergo the said project. In this, I simply explained and discussed the topic thoroughly for them to understand. Indeed, it is advisable that every learner will be required to report twice or once a week in community learning center to perform the said project. Municipal Social Worker Development team of LGU Baggao, conducted Project RISE: (Raising Individuals, Strengthening Education) BATA BALIK ESKWELAHAN CAMPAIGN which provides intensive case management process targeting the main root cause for being NYNAS children and provide appropriate intervention and get them back to school. As partners in the implementation, MSWDO invited Ma’am Joy Aurelio as one of their speaker to talk about ALS services and share experiences and inspire each other to build supportive community where everyone feels valued, heard and empowered to pursue their educational goals. This project aims to provide financial assistance for them to start a small business. With the help of the Local Government Unit of Calayan, some of our ALS Learners were given 5000.00 pesos each for them to start their small businesses. These businesses include, Piggery, Poultry, Ukayan, and Sari- Sari Store. In Calayan West District, we have 5 recipients for the said Project.
