366 OSS Range Operations (366 FW). Deficiency No. F.146724.6073565: Significant Guidance Range Operations ability to utilize DRMO Equipment OSS Range Operations has acquired multiple Defense Reutilization Marketing Office (DRMO) assets to utilize as dry targets and heavy equipment to support the range in their daily operations; however, a memo was sent on 5 August 2022 from Major General Lyons stating that vehicles designated as targets will no longer be used as passenger vehicles (see Attachment 1). It appears from the email traffic supplied that ACC/A3AR understood this memo to restrict the 366 OSS/Range Operations from using any DRMO equipment for daily operations. Attachment 2 from 23 May 2023 includes dialogue between ACC/A3AR and Range Contractors that "further guidance will be given from ACC on the use of DRMO equipment." Nearly 2 years has gone by since with no guidance established or clarification of ACC's intent. Additionally, the 366 OSS/Range Operations has not been able to utilize in any capacity the DRMO equipment as a result of this conflicting guidance or lack thereof. Real World Natural Disaster Response (23 Wg). Deficiency No. F.146682.5978545: Minor Planning and Management ACC/A3 did not provide a reliable and sustainable C2 Common Operating Picture (COP) for Moody AFB Emergency Operations Center (EOC) personnel to utilize in response to Natural Disasters and Emergency Situations. Specifically, during Hurricane (Tropical Storm) Debby Moody AFB EOC personnel, Unit Control Centers, and Moody AFB Leadership were utilizing C2IMERA IAW the ACC C2IMERA Concept of Employment and the application crashed and remained inoperable for more than 2 hours, delaying checklist completion, wholly degraded the COP. Current HHQ guidance Recognized C2IMERA as the sole approved C2/COP application for use at ACC bases.
