Units have been waiting for more than two-years for tech refresh of R440 servers. Additionally, the delivery date for small-form factor continues to be extended and no projected date or course of action has been provided. Lastly, the current Authority to Operate/Authority to Connect does not include the most current software versions. F.132615.5708122 Resource Adequacy Constraint - (ACC/A4M) 9 RW U-2 aircraft are facing the following significant resource constraint: -- Average Programmed Depot Maintenance (PDM) time is greater than 30 months when it is contracted to be completed in 11 months. -- Aircraft over contract historically range from 17-20 months. -- Aircraft Availability (AA) average is 52 percent, which is substantially below the 66 percent AA mandated in HQ ACC FY23/FY24 Aircraft Availability Standards. -- PDM timing has proven to be inadequate to reach these requirements. F.128791.5567848 MAJCOM SG Coordination - (ACC/SG) ACC/SG did not identify and correct Mental Health (MH) service delivery issues that could not be resolved at the installation level. Specifically, ACC/SG's Behavioral Health (BH) consultant did not effectively address MH concerns within the command, including failures to coordinate with the Air Force Medical Readiness Agency's Mental Health Division regarding MH-related complaints and inquiries. Additionally, the ACC/SG BH did not provide sufficient assistance and guidance to installation-level MH staff in the 99 OMRS/SGXW. 366 OSS Range Operations (366 FW). Deficiency No. F.146724.6073565: Significant Guidance Range Operations ability to utilize DRMO Equipment OSS Range Operations has acquired multiple Defense Reutilization Marketing Office (DRMO) assets to utilize as dry targets and heavy equipment to support the range in their daily operations; however, a memo was sent on 5 August 2022 from Major General Lyons stating that vehicles designated as targets will no longer be used as passenger vehicles (see Attachment 1). It appears from the email traffic supplied that ACC/A3AR understood this memo to restrict the 366 OSS/Range Operations from using any DRMO equipment for daily operations. Attachment 2 from 23 May 2023 includes dialogue between ACC/A3AR and Range Contractors that "further guidance will be given from ACC on the use of DRMO equipment." Nearly 2 years has gone by since with no guidance established or clarification of ACC's intent. Additionally, the 366 OSS/Range Operations has not been able to utilize in any capacity the DRMO equipment as a result of this conflicting guidance or lack thereof. Real World Natural Disaster Response (23 Wg). Deficiency No. F.146682.5978545: Minor Planning and Management ACC/A3 did not provide a reliable and sustainable C2 Common Operating Picture (COP) for Moody AFB Emergency Operations Center (EOC) personnel to utilize in response to Natural Disasters and Emergency Situations. Specifically, during Hurricane (Tropical Storm) Debby Moody AFB EOC personnel, Unit Control Centers, and Moody AFB Leadership were utilizing C2IMERA IAW the ACC C2IMERA Concept of Employment and the application crashed and remained inoperable for more than 2 hours, delaying checklist completion, wholly degraded the COP. Current HHQ guidance Recognized C2IMERA as the sole approved C2/COP application for use at ACC bases.
