DEVELOPMENT  FEASIBILITY  SEI KELIK INTERNATIONAL  FREIGHT  TERMINAL

Cross-border  post  (PLBN)   is a post and checkpoint for the entry and exit of people and goods between two  countries PLBN provides  services  of  immigration, customs, quarantine, security, and management administration. PLBN is the main system that serves border community activities, especially those related to cross-border  activities. The  Sei Kelik Cross-Border Post (PLBN) is one of the 11 PLBNs that are prioritized to be built based on Presidential Instruction No. 1/2019. The Sei Kelik PLBN is located in Ketungau Hulu District,  Kabupaten Sintang,  West Kalimantan Province,  as counterpart for  the Batu Lintang Post in Lachau, Sarawak belonging to  Malaysia.  The Sei Kelik PLBN together with the Jagoi Babang PLBN in Kab. Bengkayang will complement the other 3 PLBNs that already exist and operate in West Kalimantan Province. The other three first are the Aruk, Entikong and Nanga Badau PLBNs which were inaugurated in 2016 after being stipulated based on Presidential Instruction No. 6 /2015

Scene 3

As an international freight terminal, of course, it must meet various other requirements that distinguish it from an ordinary goods terminal which only serves domestic goods traffic.  To  support the PLBN function, complementary facilities are needed in the form of an International Goods Terminal (TBI) which are needed to serve export-import activities through the PLBN. These  requirements are feasible location, environmental, technical, economic, and financial, therefore a Development Feasibility Study is required to determine them.  For  the purpose of preparing the Feasibility Study, this research was carried out, namely in the form of research on various aspects/variables of the feasibility of the terminal which resulted in recommendations to decide whether the terminal could be built immediately, postponed or canceled.

Based on the SWOT analysis and the weighting of  12   criteria for the location of the freight terminal, the chosen alternative location for the  Sei   Kelik  international freight terminal is the alternative location  6 The cost of constructing the  Sei   Kelik  international freight terminal  with  ​​ 3  Ha land area  requires a budget of  Rp . 76, 944 , 4 14, 0 9 6,- and   11th year  payback period  However, the construction of TBI at the  Sei   Kelik  PLBN cannot be carried out immediately because it must wait for Malaysia's readiness to build a similar TBI in  Batu   Lintang .
